··················································2639.3.5固体废物影响评价结论··································································263IV9.3.6事故风险影响评价结论··································································2649.4项目环境保护措施结论·······································································2649.4.1地表水环境保护措施结论·······························································2649.4.2地下水环境保护措施结论·······························································2659.4.3大气污染防治措施结论··································································2659.4.4噪声污染防治措施结论··································································2669.4.5固体废物措施结论········································································2669.4.6环境风险措施结论········································································2669.5环境影响经济损益分析结论·································································2679.6环境管理及环境监测计划结论······························································2679.7项目主要环保措施及竣工验收要求························································2679.8工程建设的环境可行性分析结论···························································2729.8.1产业政策符合性分析结论·······························································2729.8.2选址合理性分析结论·····································································2729.8.3平面布局合理性分析结论·······························································2739.9公众参与结论···················································································2739.10总结论···························································································273V第1章概述1.1建设项目概述1.1.1项目建设必要性顺昌县疾病预防控制中心前身为顺昌县卫生防疫站,于2004年5月27日成立。地址位于福建省南平市顺昌县城北路101号。目前顺昌县疾控中心设置有疾病控制科、免疫规划科、环境卫生科、结核病防治科、健康教育室、检验科、地方慢性病防治科、皮肤门诊、疫防接种门诊、放射科、办公室、财务室等科室。主要从事顺昌县流行性感冒和传染性疾病等疾病的检测、预防和宣传,同时从事体检及咨询服务。2016~2023之间,顺昌县疾病预防控制中心为了进一步提升顺昌县区域疾病预防能力,将原位于福建省南平市顺昌县城北路101号迁建至双溪街道龙山路北侧(原省林业工程公司)地块,并于2022年4月建设完成“顺昌县疾病预防控制中心业务用房建设工程”,并投入使用。(项目建设历史回顾详见章节1.1.2)疾病预防是指疾病未在人群中发生前采取的一些措施,控制是指疾病在人群中发生后采取的一些措施。在构建社会主义和谐社会的进程中,疾病预防控制中心在开展影响人群生活、学习、工作等生存环境卫生质量及生命质量的危险因素进行卫生学监测;预防重大传染病性疾病的发生和控制疾病的蔓延;为拟订与疾病预防控制和公共卫生相关法律、法规、规章.政策、标准、规划等提供科学依据,为卫生行政部门提供决策咨询;针对与疾病发生发展密切相关的不良行为开展健康教育和行为干预,提高人群卫生知识水平,树立健康观念,建立健康的行为和生活方式,改善个体和社会群体的健康状况,保障广大人民群众的生命安全和身心健康,维护经济社会的稳定和发展,促进社会和谐等方面起着不可替代的作用。顺昌县疾病预防控制中心业务用房建设项目的建设,有利于顺昌县区域疾病预防控制技术水平和应急能力将进一步提高。项目的建设可以较大地提高市民健康保障水平,促进顺昌县卫生事业的全面发展,促进顺昌县经济社会全面、协调和持续发展。1.1.2项目建设历史回顾1.1.2.1项目建设政策回顾顺昌县疾病预防控制中心前身为顺昌县卫生防疫站,与2004年5月27日成立。地址位于福建省南平市顺昌县城北路101号。2016年7月,《南平市发展和改革委员会关于转下达卫生计生领域2016年第二批中央预算内投资计划的通知》(南发改社会〔2016〕37号,详见附件2),将顺昌县疾病预防控制中心项目列为投资计划内项目。由顺昌县卫生和计划生育局牵头开展工作。2017年3月6日,顺昌县卫生和计划生育局申报并取得《顺昌县发展改革和科技局关于顺昌县疾病预防控制中心和顺昌县妇幼保健院医疗业务用房建设项目建议书的批复》(顺发科〔2017〕65号,详见附件3),根据文件要求,于顺昌县双溪街道龙山路北侧(原省林业工程公司)地块建设顺昌县疾病预防控制中心和顺昌县妇幼保健院医疗业务用房建设工程项目,两个项目总用地53332.73平方米。总投资1500万元。2017年期间,顺昌县疾病预防控制中心和顺昌县妇幼保健院医疗业务用房建设项目分别以“顺昌县疾病预防控制中心业务用房建设工程”及“顺昌县妇幼保健院医疗业务用房建设”于发改进行备案并取得项目代码。①2017年3月,顺昌县疾病预防控制中心以项目代码“2017-350721-47-01-029358”(项目代码)、“顺昌县疾病预防控制中心业务用房建设工程”(项目名称)于发改系统进行备案。②2017年10月,顺昌县卫生和计划生育局以项目代码“2017-350721-83-01-073582”(项目代码)、“顺昌县妇幼保健院医疗业务用房建设工程”(项目名称)于发改系统进行备案。2017年5月,顺昌县卫生和计划生育局出具责任主体变更函,由顺昌县疾病预防控制中心负责开展“顺昌县疾病预防控制中心和顺昌县妇幼保健院医疗业务用房建设项目”相关手续等前期工作手续。1.1.2.2用地手续变更回顾2017年2月13日,顺昌县人民政府会议研究后形成《关于研究县疾控中心及县妇幼保健院用地问题的纪要》(〔2017〕4号),明确将双溪街道龙山路北侧(原省林业工程公司)地块,土地面积为5332.73平方米划拨国有建设用地使用权方式用于县疾控中心和县妇幼保健院医疗业务用房建设,使用权人为县卫生和计划生育局,用地性质为医卫慈善用地。2017年3月17日,顺昌县规划建设和旅游局以《建设用地规划许可证》(地字第350721201700003号),对“顺昌县疾病预防控制中心和顺昌县妇幼保健院医疗业务用房建设项目”用地进行批复。由于“顺昌县疾病预防控制中心业务用房建设工程”(下称“顺昌疾控中心工程”)与“顺昌县妇幼保健院医疗业务用房建设工程”为两个独立项目,原用地申报过程以同一项目名称进行申报,实际建设过程无法界定各自建设范围,对于该类争议,2021年7月,顺昌县自然资源局经研究形成《关于顺昌县疾病预防控制中心和顺昌县妇幼保健院医疗业务用房建设项目存在问题的处置方案的汇报》,针对疾控中心和妇幼保健院大楼项目落地与县政府批复红线不符,撤销《顺昌县人民政府关于县疾病预防控制中心和县妇幼保健院医疗业务用房建设项目供地的批复》(顺政地〔2017〕5号),按工程规划许可建设情况重新补办新的用地手续。2021年8月18日,顺昌县人民政府出具《顺昌县人民政府关于顺昌县疾病预防控制中心业务用房项目供地方案的批复》(顺政地〔2021〕22号),明确顺昌疾控中心工程位于顺昌县双溪街道龙山路北侧(现状红线范围),用地面积3555.05平方米。2021年8月25日,顺昌县疾病预防控制中心取得《国有建设用地划拨决定书》。2022年4月完成房屋建筑和市政基础设施工程竣工验收备案。2023年3月23日取得“闽(2023)顺昌县不动产权第0001213号”。1.1.2.3主体建设历史回顾顺昌疾控中心工程在前期办理前期手续等工作过程中,在未办理相关环保手续的情况下,于2017年12月即准备开工建设,2020年4月初步完成项目主体建设及设备安装,并投入试运行。2022年4月完成房屋建筑和市政基础设施工程竣工验收备案。2023年3月23日取得“闽(2023)顺昌县不动产权第0001213号”。截止2024年11月,根据现场调查,现状主要建设有一栋5层构筑物,1~3层主要为办公作用,4层为微生物实验室(含BSL-2病原微生物实验室、HIV实验室、结核病实验室等),5层为理化实验室,并配套建设有污水处理站及废气处理设施。(项目主体工程详见章节3.1)。至此,项目主体工程建设完成并投入使用。1.1.2.4小结顺昌县疾病预防控制中心业务用房建设工程位于顺昌县双溪街道龙山路北侧(原省林业工程公司)地块,用地面积3555.05平方米。现状主要建设有一栋5层构筑物,1~3层主要为办公作用,4层为微生物实验室(含BSL-2病原微生物实验室、HIV实验室、结核病实验室等),5层为理化实验室,并配套建设有污水处理站及废气处理设施。(项目主体工程详见章节3.1),并配套建设有污水处理站及废气处理设施。该项目为未批先建项目,本次环评为补办环评。1.2环境影响评价工程过程依据《建设项目环境保护管理条例》、《中华人民共和国环境影响评价法》等相关法规的要求,项目建设之前必须进行环境影响评价。对照《建设项目环境影响评价分类管理名录》(2021年版),本项目为新建顺昌县疾病预防控制中心业务用房建设工程,属于“四十九、卫生84—109、疾病预防控制中心8431—新建”类别,因此,本项目需编制环境影响报告书。为此,建设单位委托我司针对本次新建开展环境影响评价工作,供建设单位报环境保护主管部门审批。表1.2-1建设项目分类管理名录(摘录)环评类别项目类别报告书报告表登记表四十九、卫生84疾病预防控制中心8431新建其他/109本项目接受委托后,组织相关人员进行现场踏勘,收集相关资料及调查研究。根据项目建设性质、规模和项目所在地周围区域环境特征,进行项目环境影响因素识别、污染因子筛选和开展工程分析,对项目产生的主要环境影响进行了预测和评价,并提出针对性的环境影响减缓对策与措施,制定环境管理与监测计划,得出本项目环评结论。在完成各个专题工作后,汇总编制完成了《顺昌县疾病预防控制中心业务用房建设工程环境影响报告书》(送审稿)。具体评价过程见下图1.2-1。进入自建污水站处理后排放市政污水管网由顺昌县城区井垅污水处理厂处
