事实依据:根据招标文件具体评分细则:“投标人所投产品主要技术指标项技术参数(标注“★”的条款),每有一条满足或正偏离的得 5 分,共 8 条,满分 40 分”,此条参数描述中——TrueShape是西门子技术名称,MultiDrive是GE技术名称,Multi-transmit 4D是飞利浦技术名称,此参数只对三个进口品牌有加分,限制其他一众潜在优秀的磁共振品牌参与竞争,损害其他投标人的合法权益,极容易带来不公平竞争、不充分竞争,相关证明如下:
