9. *对投标人的资格要求：
（1）投标人自2000年1月起至投标之日内，需具有线材和大盘卷复合线的成功运行业绩。
（2）线材轧机辊环最大直径≧247mm且轧制力≧400KN，同时最高稳定轧制线速度≧74m/s，并且成功运行的业绩。

(1) The bidder shall have the performance of successful operation of wire rod and large coil compound line from January 2000 to the date of bidding.
(2) The maximum diameter of roller ring of wire rolling mill ≧247mm, the rolling force ≧400KN, and the highest stable rolling speed ≧74m/s, and the successful operation performance.
(3) Due to the complexity and high technical requirements of the Project, any bidder wishing to participate in this project shall contact the tenderee for technical communication and conclude the technical agreement with the tenderee before the bid opening. Bids from bidders who fail to conclude the technical attachment will be rejected. Signing of the technical attachment shall be done under the organization of the equipment and material procurement center.
