项目概况XiamenUrbanConstructionDevelopmentInvestmentCo.,Ltd.,jointlyentrustedbytheHeadquartersofXiang’anNewTownArea,XiamenMunicipalBureauofNaturalResourcesandPlanningandXiamenMunicipalBureauofOceanDevelopment,iscarryingouttheinternationalsolicitationcompetitionfortheConceptualUrbanDesignofXiamenXiang’anNewTown(SouthernCluster)(hereinafterreferredtoasthesolicitationactivity).Relevantitemsareannouncedasfollows:厦门市城市建设发展投资有限公司受翔安新城片区指挥部、厦门市自然资源和规划局、厦门市海洋发展局联合委托，面向全球开展《厦门市翔安新城（南部组团）概念性城市设计》国际征集竞赛活动（以下简称“本次征集活动”）。现将相关事项正式公告如下：AnnouncementofInternationalSolicitationCompetitionfortheConceptualUrbanDesignofXiamenXiang’anNewTown(SouthernCluster)国际竞赛征集正式公告《厦门市翔安新城（南部组团）概念性城市设计》InordertodrawontheadvanceddevelopmentandconstructionconceptsfrombothChinaandothercountries,achieveoverallplanningandhigh-standardconstructionofXiang’anNewTownwithinternationalstandards,developneweconomicgrowthdrivers,andcreateamodelofcoastalnewtownthatisecologicallyrich,livableandbusiness-friendly,weherebyorganizetheinternationalsolicitationactivityfortheConceptualUrbanDesignofXiamenXiang’anNewTown(SouthernCluster)inaccordancewiththeworkarrangementoftheheadquartersofXiang’anNewTownArea.WesincerelyinviteexcellentdesigninstitutionsfrombothChinaandothercountriestojointlyplanXiamen’surbandevelopmentblueprintunderthestrategyof“highquality,beautifulenvironment,modernization,andinternationalization”.为借鉴国内外先进的开发建设理念，以国际化水准统筹规划，高标准建设翔安新城，培育新的经济增长极，打造生态富民、宜居宜业的滨海新城典范，根据翔安新城片区指挥部的工作部署，特组织开展《厦门市翔安新城（南部组团）概念性城市设计》国际竞赛征集工作，诚邀国内外优秀设计机构参与，共同谋划厦门“两高两化”战略下的城市发展蓝图。Xiang’anNewTownservesasthemainareaofthegreatdevelopmentoutsideXiamenIsland,andanimportantspaceforXiamenfuturedevelopmentstrategyandgoals,withgreatpotentialandstrategicvalue.ThesouthernclusterofXiang’anNewTownislocatedinthesouthernareaofXiang’anNewTown,adjacenttotheeastseainthewestandthenewairportintheeast,withsuperiorlocationandtransportationconditionsandrichecologicalresources.Afteryearsofdevelopmentandconstruction,theurbanconstructionandindustrialdevelopmenthaveformedacertainfoundation.Atthesametime,Xiang’anNewTown(southerncluster)islocatedinthecoreareaofthedevelopmentpatternof“oneisland,twobaysandmultipleclusters”ofXiang’anDistrict.Itisanimportantspatialcarriertorealizetheoverallimprovementofurbanfunctions,carryingregionalpublicservices,businessservices,businessoffices,innovationandbusinessstart-ups,andotherfunctions.翔安新城是厦门岛外大发展的“主战场”，是实现厦门市未来发展战略和目标的重要空间保障，极具开发潜力和战略价值。翔安新城南部组团位于翔安新城南部区域，西临东海域，东接新机场片区，区位及交通条件优越，生态资源丰富，经多年开发建设，城市建设和产业发展已有一定基础。同时，翔安新城（南部组团）位于翔安区“一心两翼多组团”发展格局中的核心区，是实现城市功能整体跃升的重要空间载体，承载区域公共服务、商业服务、商业办公、创新创业等功能。ProjectOverview泉州市同安站翔安集美厦门东站漳州市项目位置长海沧电本岛东渡港区金门岛总门站白区Thissolicitationactivityisdividedintothreestages:pre-qualification,schemedesignandreview,deepeningofthewinningschemeandsubmissionoftheresultsforapproval.本次征集活动分为资格预审、方案设计及评审、中标方案深化及成果报批三个阶段。PreparationProcedures编制要求AttachedFigure1:ProjectLocationMap附图1：项目区位图SchemeDesignandReview方案设计及评审阶段Thepre-qualificationcommitteesetupbytheorganizerwillpre-qualifytheapplicants,includingcomprehensivereviewontheteammemberconfiguration,projectexperience,etc.,andfinallyselect6designinstitutionsorconsortiumstoparticipateinthefollow-upschemedesign.由主办单位组建的资格预审委员会对报名机构进行资格预审，针对团队成员配置、项目经验等方面进行综合审查，最终选出6家设计机构或联合体入围参与后续方案设计工作。Pre-qualification资格预审阶段Theinstitutionforprojectdeepeningshallabsorbtheadvantagesofeachscheme,andatthesametime,deepenandintegratethemintoacomprehensiveandoriginaldesignschemeaccordingtotheopinionsofthemunicipalgovernment,headquarters,expertjurycommitteeandotherparties.Thefinalschemewillbesubmittedtothemunicipalplanningcommitteeforstudy,modificationandimprovement,andhandedovertotheownerunitforplanningandimplementation.方案深化单位吸取各方案优点，同时按照市政府、指挥部、专家评审等各方意见深化细化整合为一版具有整体性和独创性的设计方案，上报市规划委员会研究并修改完善后，移交业主单位进行规划实施。DeepeningoftheWinningSchemeandSubmissionoftheResultsforApproval中标方案深化及成果报批The6shortlisteddesigninstitutionsorconsortiumsshallsubmittheirdesignresultsinaccordancewiththerequirementsofthedesignspecificationafterreceivingthenoticefinalistandtheofficialdesignspecification.Thejurycommitteewillevaluatethesubmittedschemesaccordingtotheprojectunderstanding,schemedesign,implementationfeasibilityandotheraspectstodeterminetheranking.6家入围设计机构或联合体在收到入围通知书和正式任务书后，按照任务书要求提交方案设计成果，方案评审委员会根据项目理解、方案设计、实施可行性等方面进行评审，确定方案排名。附图2：整体概念性城市设计范围图1.Overallconceptualurbandesignarea:northtoXiang’anSouthRoad,westandsouthtothecoast,easttoXiang’anEastRoad,withtheplanningareaof39squarekilometers.(SeeattachedFigure2fordetails)1、整体概念性城市设计范围：北至翔安南路，西和南至滨海，东至翔安东路，规划范围39平方公里。（详见附图2）III.PlanningArea规划范围整体概念性城市设计范围AttachedFigure3:ScopeMapofDetailedUrbanDesignofKeyAreas(Proposed)附图3：重点片区详细城市设计范围图（建议）2.Itissuggestedtoselectthecoastalandwaterfrontarea,areaalongthecentralaxisandtherailline,andtheurbanpublicconstructionjunctionasthekeyareastocarryoutdetaileddesign(attachedFigure3).Theplannedtotallandareaisabout10squarekilometers,andthedesigndepthisthedetailedurbandesigndepthofthekeyareas.Eachdesigninstitutioncanalsodelimitkeyareasbyitselfaccordingtotheirdesignideas,withatotalplannedlandareaofnolessthan8squarekilometers.2、建议选取片区中滨海滨水区域、中轴和轨道沿线、城市公建节点等作为重点片区开展详细设计（附图3），规划总用地面积约10平方公里，设计深度为重点片区详细城市设计深度。各设计机构也可根据设计思路自行划定重点片区，规划总用地面积不少于8平方公里。AttachedFigure2:ScopeMapofOverallConceptualUrbanDesign东山公建群一般地段·建成区=建成区·重点地段般地段BothChineseandforeigndesigninstitutionsmusthavealegallyregisteredandvalidbusinesslicense,andmusthavethequalificationofindependententerpriselegalperson.Legalpersons(twoormore)withthesamelegalrepresentative,theparentcompany,wholly-ownedsubsidiaryandholdingcompanyshallnotapplyforthisinternationalsolicitationatthesametime.境内外设计机构必须具有经合法注册并在有效期内的营业执照，且必须具有独立企业法人资格。法定代表人为同一个人的两个及两个以上法人，母公司、全资子公司及其控股公司，不得同时报名参加此次国际竞赛征集工作。Thissolicitationactivityadoptsopenregistration.Inordertoensurethequalityoftheregistereddesignschemes,high-standardadmittancethresholdandselectioncriteriawillbesetfortheparticipatinginstitutions;thereisnoqualificationrequirementforthissolicitationactivity.BothChineseandforeigndesigninstitutionsareavailableforapplication.Consortiumregistrationisallowedwithoutanyrestrictiononthenumberofmembers.Individualandindividualcombinationarenotaccepted.Eachpartyoftheconsortiumshallnotparticipateintheactivityonitsownnameorinaconsortiumwithotherdesigninstitutions.本次征集活动采用公开报名的方式。为保证本次方案征集成果的质量与水平，对参赛机构须设置高标准的准入门槛和遴选标准；本次征集活动不设资质要求，境内外设计机构均可报名参加本次国际征集工作，允许联合体报名，不限制联合体成员数量。不接受个人及个人组合的报名。联合体各方不得再单独以自己名义，或者与另外的设计机构组成联合体参加此次国际竞赛征集工作。IV.ApplicationRequirements应征要求Designinstitutionswiththefollowingsimilarprojectexperienceorrelevantperformancewillbepreferred.Relevantmaterialsarerequiredtobeprovidedbytheapplicant:具有以下同类项目经验或相关业绩的设计机构优先考虑，报名单位需提供一下相关资料:Thechiefdesignerresponsibleforthemaindesignworkoftheprojectshouldattendthereportmeetingofkeystages.Ifthechiefdesignerisfoundtobeinconsistentwiththememberinformationsubmittedintheapplicationmaterialsduringtheinternationalsolicitationprocess,theorganizerhastherighttocancelhis/herqualification.负责本项目的主要设计工作的主创设计师需参加重要节点的汇报会议等工作，如在国际征集过程中发现主创设计师与报名材料所提交的团队人员不符，主办单位有权取消其参加资格。GiventheimpactofCOVID-19oninternationalflightsandsoon,designinstitutionsworkingentirelyoutsideChinamustformaconsortiumwithChinesedesigninstitutionstoparticipateinthisinternationalsolicitation.考虑到新冠疫情对国际航班等的影响，工作地完全在境外的设计机构必须与境内设计机构组成联合体参加此次国际征集工作。(3)Experienceorsuccessfulcasesofabove-groundandundergroundintegrateddevelopmentanddesigninthesurroundingareaofrailwaystations;（3）具有轨道站点周边地区地上、地下一体化综合开发设计经验或成功案例；(2)Practicalexperienceinurbanplanningandurbandesignofinternationalimportantwaterfrontandcoastalurbanareaswithanareaofmorethan5k㎡;（2）具有国际重要滨水、滨海城市区域的城市规划及城市设计，面积超过5k㎡实践经验；(1)Comprehensiveresearchabilityandpracticalexperienceinurbandesignofwaterfrontandcoastalcitieswithanareaofmorethan10k㎡;（1）具有相关滨水、滨海城市的城市设计综合研究能力与城市设计，面积超过10k㎡的实践经验；(6)Foreigndesigninstitutionsshallbethetop100architecturaldesigncompaniesintheBritisharchitecturalpublicationBuildingDesign(BD)ortheU.S.top50architecturaldesigncompaniesinthefamousAmericanpublicationArchitecturalRecord.OrtheyshallhaveadesignteamledbyafamousarchitectwhohaswontheInternationalArchitectureAwards.（6）国外设计机构具有英国建筑刊物《BuildingDesign(BD)》建筑设计公司100强的建筑设计机构或美国著名刊物《ArchitecturalRecord(建筑实录)》美国前50强建筑设计公司，或有获得国际建筑成就奖的知名建筑师作为主创设计师领衔的设计团队。(5)AdesignteamwithGrade-AqualificationofplanninganddesignledbynationaldesignmastersoracademiciansofChineseAcademyofEngineering;（5）具有全国设计大师或工程院院士领衔的具有规划设计甲级资质的设计团队；(4)Richexperienceinwaterfrontlandscapeecologicaldesignandpublicenvironmentcreation;（4）具有丰富的滨水区景观生态设计和公共环境营造经验；Thedesigninstitutionsshallsubmitvalidapplicationdocumentswithintheprescribedtimewhichshallmeettherequirementsofthedesignspecification.Thejurycommitteethenwillreviewtheschemedesignresultssubmittedby6institutionsaccordingtotheprocedures,andreporttotheHeadquartersofXiang’anNewTownAreatodeterminetheranking.Thedesigninstitutionswillreceivethefollowingbonus(taxincluded):设计机构在规定时间内提交有效应征文件，且满足征集文件和设计任务书要求，由评审委员会按程序对6家机构提交的方案设计成果进行评审，上报翔安新城片区指挥部研究确定排名后，设计机构将获得如下征集奖金（含税）：Thissolicitationactivityisdividedintothreestages:pre-qualification,schemedesignandreview,deepeningofthewinningschemeandsubmissionoftheresultsforapproval.Throughthepre-qualificationoftheapplicants,6shortlistedinstitutionswillbeselectedtoparticipateintheschemepreparationstage.本次征集活动分为资格预审、方案设计及评审、中标方案深化及成果报批三个阶段。通过对报名的应征机构进行资格预审，择优选取6家入围机构获得参与方案编制阶段的资格。V.FeesSetting费用设置Thirdprize(3winners):RMB1millionyuan.三等奖（3名）：人民币100万元。Secondprize(2winners):RMB1.6millionyuan;二等奖（2名）：人民币160万元；Firstprize(1winner):RMB4millionyuan(including2millionyuanforfollow-upschemedeepening);一等奖（1名）：人民币400万元（含后期深化费用200万）；Itisplannedtodeterminetheshortlistedapplicantsinmid-December2022,andorganizethesitevisitandtheprojectpressconferenceinlateDecember2022,atwhichtimethechiefdesignerandhis/herteamoftheapplicantsarerequiredtoattend.Thedesigncycleoftheschemepreparationstageisabout2.5monthssincetheconference.拟计划于2022年12月中旬确定入围应征机构、2022年12月下旬组织现场踏勘及召开项目发布会，届时需应征机构主创设计师及其团队参会。方案编制阶段设计周期自发布会起约为2.5个月。VI.Schedule时间计划Theapplicantthatwinsthefirstprizeisresponsibleforthefollow-upschemedeepeningandresultssubmissionforapproval.Thespeci
