3、宁波市国际招标有限公司受复旦大学宁波研究院的委托，就本招标项目编号的下列货物和有关服务进行国际公开招标，现邀请合格的投标人提交密封投标。

三、投标人资格要求
1、投标人是响应招标、已在招标人或招标机构处领购招标文件并参加投标竞争的法人或其他组织。任何未在招标人或招标机构处领购招标文件的法人或其他组织均不得参加投标。
2、除非另有规定，凡是来自中华人民共和国或是与中华人民共和国有正常贸易往来的国家或地区（以下简称“合格来源国/地区”）的法人或其他组织均可投标。
3、与招标人存在利害关系可能影响招标公正性的法人或其他组织不得参加投标。
4、接受委托参与项目前期咨询和招标文件编制的法人或其他组织不得参加受托项目的投标，也不得为该项目的投标人编制投标文件或者提供咨询。
5、单位负责人为同一人或者存在控股、管理关系的不同单位，不得参加同一招标项目包投标，共同组成联合体投标的除外。
6、只有在法律上和财务上独立、合法运作并独立于招标人和招标机构的供货人才能参加投标。
7、近三年内（本项目招标截止期前）被“信用中国”网站列入失信被执行人和重大税收违法失信主体名单的、被“中国政府采购网”网站列入政府采购严重违法失信行为记录名单（处罚期限尚未届满的），不得参与本项目。
8、如果投标人按照合同提供的货物不是投标人自己制造的，投标人应得到货物制造商或货物制造商的代理商同意其在本次投标中提供该货物的正式授权书。
9、本项目不接受联合体投标。
四、招标文件的获取与投标文件的递交
1、招标文件售价：售价为每品目500元人民币或70美元，全部以电子文本形式出售，招标文件售后不退。潜在投标人购买招标文件前需要在我公司网站免费注册，成功后才能正常购买（今后即可直接购买），注册程序详见网站首页要求。潜在投标人可通过网上或微信方式进行购买。

招标文件费用的支付可选择微信或者支付宝。为了保护投标人信息，防止串通投标，规定同一支付人对同一个品目只能扫码支付一次，如多次支付，经查实只认定第一次支付有效，其后的支付购买一律无效，由此产生的后果由支付人自己承担。

1、本次招标项目的评标办法采用综合评价法。
