People's Republic of China (PRC)has received a loan of 150 million Dollars ($150,000,000) from Asia Development Bank (“Bank”) to finance Chongqing Longxi River Basin Integrated Flood and Environmental Risk Management Project (“the Project”). The Project with an estimated total investment of over three hundred seventy-eight million Dollars ($378,000,000) is composed of 3 sub-projects clarified into four components including (i)Flood Risk Management Infrastructure Construction, (ii) Waste-water Management and Pollution Control Infrastructure Development, (iii) Ecological Conservation Facilities Improvement, and (iv) Flood and Environmental Risk Management Capacity Enhancement.
The consulting services for Development of Flood and Environmental Risk Management (FERM) System forLongxi River Basinwill be provided by a consulting team with industry technical strength and relevant project experience. According to preliminary estimates, a total of 120 person months of domestic consulting investment is required. The consulting service fee is provided by the ADB loan; The determination process of the consulting team is to conduct a comprehensiveevaluation of the completeness, rationality, and feasibility of the technical solutions provided by different consulting companies in accordance with the ADB procurement regulations, as well as to select the best based on quality cost analysis. The consulting services of the consultantsare expected to start the services in March 2024 and end at the end of project implementation, with an implementation period of about 2 years.
The clientsof the consulting services arethe sub-project owners of the Chongqing Longxi River Basin Comprehensive Flood and environmental Risk Management Project funded by ADB. The consulting services will be provided to the three project-implementing agencies (IAs) of the Chongqing Longxi River Basin Comprehensive Flood and environmental Risk Management Project funded by ADB, namely, Liangping District Government (LDG), Dianjiang County Government (DCG), and Changshou District Government (CDG). The selected consulting team provides consulting services for the owners of each sub-project. The project work also needs to be consistent with the current relevant national regulations and policies.
The consulting services shall have international visions with forward-looking, innovative and demonstrative perspectives. They should be carried out in full consideration of the local conditions of the Longxi River Basin, and be in line with the existing national initiatives and regulations on development of river-basin early-warning systems for flood and environmental risk management. The services should make use of the existing Big Data Center platform for the Longxi River Basin to further develop the basin FERM system and promote the basin development planning, with a special emphasis on the formulation and implementation of spatial planning and flood and environmental risk management. The expected output of the FERM system from the consulting services is a powerful tool for supporting the existing and future basin development plans, and promoting environmental friendly development activities in the Longxi River basin.
The consulting services will be implemented in full consideration of local conditions of the Longxi River basin and be integrated with the current and future basin management work activities. Firstly, it should be integrated with the existing hydrological and water quality monitoring network and the “Smart River Chief System” to provide support to the implementation of the River Chief System in the Longxi River Basin, including the provision of early warning, integrated monitoring, collaborative management, and assistance in law-enforcement. Secondly, the FERM should be carried out on the river basin scale to support flood and environmental risk assessment, flood warning, water quality monitoring and prediction, disaster reduction and emergency response for the Longxi River Basin. Finally, outputs of the consulting services will be used to support the work on flood control and disaster reduction in flood-prone areas and the optimization of flood control measures across the river basin. They will also be applied to improve the overall institutional capacity in flood and environmental risk management.

and Chongqing Changshou Rural Construction Group Co., Ltd.(the Employer)now invites eligible consultantsto indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The Consultant shall benot affiliated to or has interest connection with CPMO, the Employer. The Consultant shall meet the following requirements:
a. The Consultant (including its joint ventures and/or sub-contractors) shall come from the eligible countries/regions, which is not affiliated to and does not have interest connection with CPMO, the Employer. The Consultant should come from the ADB eligible countries/regions.
b. Consulting entity should have undertaken national or provincial level projects on or closely related to flood control and disaster mitigation, water environment and ecology; within past five years of the firm has assumed independently, or as lead unit, at least one similar consultation project assignments using computer numerical model development and application on risk analysis of flood and environmental disasters and the system platform development, and has developed to a flood and environmental disaster risk management decision support system, which has nature and scale similar to this project. Consulting entity should have demonstrated experiences in2-D numerical hydraulic models for the proposed platform for flood and water quality simulation, and which are consistent with national requirements. Experiences in Chongqing or similar mountainous areas in the upper and middle reach areas of the Yangtze River will be highly evaluated.
c. Joint bidding of the joint ventureis permitted.
