简要规则描述：为了有效缓解凌桥地区部分区域交通拥堵现象，现拟实施凌桥地区协警交通秩序维护服务采购，协助交警进行交通疏导等相关工作，实现交通畅通。（具体详见第三章采购需求书）
Brief Specification Description:In order to effectively alleviate the traffic congestion in some areas of Lingqiao area, it is now planned to implement the procurement of traffic order maintenance services for the auxiliary police in Lingqiao area, assist the traffic police in traffic diversion and other related work, and realize smooth traffic. (For details, please refer to Chapter 3 Procurement Requirements).

二、申请人的资格要求

2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；
(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）落实预留份额措施，提高中小企业在政府采购中的份额，扶持中小企业政策：本项目专门面向中小企业采购，评审时中小企业均不执行价格扣除优惠。（2）扶持残疾人福利性单位，并将其视同小微型企业。

一、项目概况为了有效缓解凌桥地区部分区域交通拥堵现象，现拟实施凌桥地区协警交通秩序维护服务采购，协助交警进行交通疏导等相关工作，实现交通畅通。二、主要工作内容进一步加强凌桥区域交通安全管理，减少交通安全事故发生，协助交警为凌桥地区30个主要路口提供交通疏导、维护秩序服务，以确保市民出行安全。三、工作时间周一至周日执勤，每天工作8小时。四、岗位及配置要求1.为凌桥地区30个主要路口配置服务人员，提供交通疏导、维护秩序服务，以确保市民出行安全。2.要求：1）男性，具有高中（或同等学历）以上文化程度，年龄不超过35周岁，身高170厘米以上，熟悉交通协警业务；具有严格的组织纪律性，严格遵守国家法律、法规、忠诚履行自己的职责，无犯罪记录；2）工作经验：具备一年及其以上的交通协管工作经验。具有吃苦耐劳的精神和高度的责任感：知法，懂法，守法，依法办事，接受过专门的岗前培训，严格遵守从业规范和履行岗位职责，模范遵守采购人的各项规章制度和安全上的管理规定。五、其他要求1.成交供应商派驻协警队员在为采购人指定的交警部门服务期间，由交警部门根据实际需要进行勤务安排，对不适应的协警队员，成交供应商应根据派驻协警队员的工作能力和现实表现，进行再培训或调整岗位。2.成交供应商派驻协警队员的工作时间，应按照国家规定的工作时制执行。六、报价依据报价不低于上海市最低人员工资标准和上海市保安协会制定的最近一期上海市保安服务《人力防范最低合同指导价》保安人员最低标准（其中上海市最低人员工资标准为2690元/月；保安人员最低标准为2690元/月）。本采购文件的有关内容以及承担的服务工作内容、本项目采购的有关资料、基础条件、不可预见的情况等因素，供应商应根据以上精神进行报价。七、服务期限本项目服务期限为2024年12月01日至2025年11月30日。八、付款方式先服务后支付，采购人按季度支付合同金额的25%，收到成交供应商开具的发票后，采购人于10个工作日内将上季度服务费用划入成交供应商指定账户。
