标记数量更改通知单签名日期密级:非密文件编号:版本号:V1.0七一一研究所设备采购/外协(包)技术协议设备采购/外协名称:变压器编制张日期225103-28校对王洋日期2025-03-263兰龙审核日期2025-03-281概述General1.1总则GeneralrulesA:Preface前言(1)Thisprefaceoftechnicalagreement,POS,Technicalsolutionforquotationfrommakertoaccompanyandformafulltechnicalagreementofequipmentand/ormaterialwhichshallbecomeeffectiveonthedatewhenthecontracthasbeendulyexecuted.Ifanydisagreementbetweenabovethreeparts,thepriorityshallbePrefacer>POS>Technicalsolution.设备和/或材料的技术协议由技术协议的前言、POS文件,厂家用于报价的技术方案组成;并随着商务合同的生效而生效。当上述三者之前相互冲突时,优先级关系应为前言>POS文件>技术方案。(2)IfthisagreementbothwritteninChineseandEnglishlanguages,itmustbeaccordingtoChineseifcontradictionsoccur.协议如用中英文书写,若有矛盾,以中文为准。(3)Allpartsdescribedinthetechnicalagreementonlyforonevessel.本协议描述的供货范围仅是描述一条船。(4)Makershallprovidetheequipmentand/ormaterialmeettherequirementofthistechnicalagreementandits'relativecontract.厂家需提供的满足本技术协议及其关联合同所要求的设备和/或材料。Anythingnotmentionedinorcoveredbythis“technicalagreement”,butnecessaryforequipmentnormalrunningandtestingshallbesuppliedbymakerfreeofcharge.本协议未包含的部分,但是设备正常运行及试验所必需的,需由厂家免费提供。Anythingnotmentionedinorcoveredbythis“technicalagreement”,butrequiredbytheRules&Regulationsandflagwhichmentionedinsection“2.RulesandRegulation”ofthisagreementshallbesuppliedbymakerfreeofcharge..本协议未包含的部分,但是在本协议章节“2.规范和法规”中提及的规范、法规及挂旗国要求的,需由厂家免费提供。Anythingdescribedintheattacheddrawingasmaker’ssupplyinthistechnicalagreementshallbealsosuppliedbymaker.本技术协议附图中注明是厂家提供的部分,同样由厂家供货。(5)Allthecomponentsprovidedbymakershallbenewwithgoodqualityandoriginalproductionwithoutanyrepaired.所有厂家提供的零部件必须是新的、优质的、没有任何修复的原装产品。Equipmentand/ormaterialprovidedbymakershallbemarinetype.厂家提供设备和/或材料应为船用型。Equipmentand/ormaterialshallbedesignedinaccordancewiththelatestISO,JISand/orCB/GBstandards,IEC,unlessspecificallyagreedorstatedherein.Allthecopyofstandardswhichappliedfortheequipmentand/ormaterialprovidedbymakershallbesubmittedtotheBuyerinEnglishversion,ifrequiredbyBuyer.除了专门协商或者规定外,设备和/或材料的设计将按照最新的ISO,JIS和/或CB/GB以及IEC标准进行。如果买方要求,厂家应提供所有适用于他们供货的设备和/或材料的英文版标准。(6)Thetermsofthistechnicalagreementtoprevailandgovernintheeventofdisagreement,contradictionoranyinconsistencybetweenthetechnicalagreementandmaker’sdrawing,eventhedrawingshavebeenapprovedbyBuyer;exceptBuyer’scommentstothedrawings.Ifthemakerwantstoprovideequipmentand/ormaterialsthatareinconsistentwiththistechnicalagreement,themakershallseparatelysubmitthetechnicalinformationanddrawingstothebuyerforapproval;otherwisemakershallbearallconsequences.如果本协议和厂家图纸有分歧、矛盾和不一致,即使买方已认可厂家的图纸,仍以本协议为准;买方对图纸的意见除外。如果厂家想要提供与本协议不一致的设备和/或材料,他们应单独将相关技术信息和图纸发买方认可;否则厂家承担一切后果。Ifthemakerwantstoprovideequipmentand/ormaterialsthatareinconsistentwiththeapprovaldrawingsandyard’scommentstotheapprovaldrawing,themakershallseparatelysubmitthetechnicalinformationanddrawingstothebuyerforapproval;otherwisemakershallbearallconsequences.如果厂家想要提供与认可图及买方认可图意见不一致的设备和/或材料,他们应单独将相关技术信息和图纸发买方认可;否则厂家承担一切后果。Ifthemakerwantstoprovideequipmentand/ormaterialsforsistervesselthatarenotsameasthefirstvessel,themakershallseparatelysubmitthetechnicalinformationanddrawingstothebuyerforapproval;otherwisemakershallbearallconsequences.如果厂家想要提供与首制船不一致的设备和/或材料,他们应单独将相关技术信息和图纸发买方认可;否则厂家承担一切后果。(7)EnvironmentalCondition环境条件Ifnototherwisestated,theship'ssystemsaredimensionedforthefollowingambientconditions:如果不是另有规定,船舶系统是指在以下环境条件下的设计:Airtemp.(°C)空气温度Seawatertemp.(°C)海水温度Relativehumidity相对湿度SummerConditions夏季条件Outside外部+45+3270%Inside内部+2850%WinterConditions冬季条件Outside外部-20+250%Inside内部+2040%Themainengine,generatorenginesandtheaux.equipmentinengineroomincludingtheshaftingtobesodesignedthatthemainengineissatisfactorilyoperatedatthecontractmaximumcontinuousratingatseawatertemperatureof32°C,L.T.coolingF.W.temperatureof36°C,engineroomambientairtemperatureof45°C,barometricpressureof0.1MPaandrelativehumidityof60%.机舱内主机、主发电机,、其他辅助设备以及轴系的设计工况为主机在海水温度为32℃,低温冷却淡水36℃,机舱周围环境温度为45℃,大气压力为0.1Mpa,相对温度为60%的条下在最大持续功率下进行安全运行Anambienttemperatureof-19℃/+45℃shallbeassumedforelectricequipmentunlessotherwisespecified.除非另有说明,电气设备的环境温度为-19℃至45℃.AirconditionsystemshallbedesignedaspertheattachedPOSforaircondition.空调系统按照空调POS文件进行设计。(8)Technicalservice(Includingcommissioningservice,trainingandsoon)tobeprovidedasperyardrequirement,detailedrequirementswillbedefiniteinthecontract.需要按照船厂要求提供技术服务(包含调试服务、培训等),具体要求在合同中规定。Thewarrantyperiodshallbedeterminedinthecontract.质保期应在合同中确认。TherequirementofFATshallbedeterminedinthecontract.AndifrequiredbyBuyer,themakershallnotifyBuyer30daysinadvancefortheforeignFATand14daysforthedomesticFAT.台架试验要求应在合同中确认。如果买方要求了做台架试验,国外的台架试验需提前30天通知买方,国内台架试验提前14天通知厂家。TheFATcomments(Owner&Class)shouldbeimmediatelysendtoshipyard“PurchaseandQCperson-in-charger”aftershoptest.设备胎架试验的意见(船东和船检),需在试验后立即发送给船厂的采购和质检的负责人。(9)Makershouldguaranteethat“allthecomponentsnotcontainasbestos”andissuethe“Asbestosabsencecertificate”whendeliverytheequipment,otherwiseshipyardhastherighttorejecttheequipment.Andifoneofthemhasbeenfoundwith“asbestos”aftertheequipmentdelivery,thesupplier(includingtheagent&themanufacturer)shallpayforanyaftermath.厂家需要担保供货的所
