北京宿舍物业委托招标公告（北京飞机维修工程有限公司2025）
北京飞机维修工程有限公司（Ameco）现就以下采购项目进行公开招标，诚邀合格投标人参加投标。
一、项目基本情况
1.项目名称：2025年Ameco员工宿舍物业委托采购项目

宿舍物业委托管理服务
四、主要技术、质量、商务要求
1、人员要求：
（1）至少配备1名驻场项目经理、1名维修人员、9名24小时值班人员及3名保洁人员。
（2）注重仪容仪表，有统一的工作制服。
（3）服从招标方的安排，保质保量完成工作任务。
2、服务要求：
（1）提供24小时值班保障，项目经理驻场时间按照投标方的工作时间。做好接待入住、退房等服务工作。
（2）根据北京市相关治安、消防的要求，每2小时对宿舍公共区域进行巡视检查，检查范围包括但不限于公共区域卫生情况、公用、消防及安防设备设施的运行情况，并做好记录。
（3）每周至少对宿舍房间进行一次夜查。
（4）负责公寓楼内及门前 50 平米人行道的公共区域卫生保洁。
（5）负责按照每周1次的频率做好公用洗衣机的消杀工作，并做好消杀记录。
（6）负责活动室公用电器（冰箱、微波炉）的清理工作，按照每周1次的频率做好冰箱和微波炉的清理工作，并做好记录。
（7）负责宿舍的安全信息的反馈。
（8）负责宿舍楼门禁系统管理，严禁非宿舍登记人员私自进入宿舍楼内。
（9）负责住宿人员退宿房内物品的清点及督促退宿员工完成宿舍卫生的清理。
（10）建立应急处理制度并报招标方备案，负责按应急处理制度要求进行处置，并及时汇报招标方。
（11）如宿舍楼内设备设施出现故障，可进行维修。
（12）执行招标方制定的《宿舍管理程序》，根据招标方批准的宿舍申请，办理入住手续。不允许投标方未经招标方同意私自安排人员入住。
3.服务对象： Ameco直聘制新聘员工。
注：本技术要求将仅供参考，最终技术要求应按照招标文件为准。
五、投标人资格要求
1.具有独立承担民事责任能力，具备合法有效的营业执照，具有涵盖本项目的经营范围（能提供最新且有效的营业执照）；
2.具有依法缴纳税收和社会保障资金的良好记录；
3.具有良好的商业信誉和健全的财务会计制度，近3年内在经营活动中无重大违法记录；
4.近三年内，在国家企业信用信息公示系统http://www.gsxt.gov.cn/index.htm企业信用信息报告中未被纳入严重违法失信企业名单（黑名单），信用中国”（https://www.creditchina.gov.cn/）《法人和非法人组织公共信用信息报告》中未被列为失信执行人；
5.非中航集团或Ameco黑名单供应商，非中航集团或Ameco禁止交易企业名单内的供应商；未在Ameco淘汰供应商禁用期，未在Ameco不良行为供应商处罚期和处罚范围。
6.单位负责人为同一人或者存在控股、管理关系的不同供应商，不得参加同一标包或未划分标段的同一项目投标；
7.供应商应当依法诚信参加采购活动，自觉维护公平竞争秩序，在采购全过程中不得弄虚作假、串通参与项目、行贿谋取中选、恶意提出异议投诉或者举报，供应商若出现前述情形或《中华人民共和国招标投标法实施条例》第三十九、四十条中的情形，将被拒绝参与项目并承担相应后果；
8.中选供应商不得将中选项目转包、违法分包；
9.供应商如雇佣农民工的，应维护农民工合法权益，按照国家法律法规，与农民工确立好劳动关系，确保农民工工资准时足额发放。
10.本项目不接受联合体投标。
六、报名材料
以下材料须在报名截止时间前完整提供，并加盖公章。
1.有效的营业执照副本复印件（五证合一或三证合一）；
2.法定代表人授权书及被授权人身份证复印件；
3.《企业信用信息公示报告》（下载网址http://www.gsxt.gov.cn/index.html）；
4.2022年至今在经营活动中不存在任何因服务质量问题而涉及的诉讼、仲裁情况，无违法和重大违规执业行为，无处罚记录的书面声明（格式参见附件5）；
5.填写《供应商信息登记表》、《供应商反商业贿赂承诺书》、《供应商社会准则符合性自审问卷》，具体详见附件；
6.其他可以证明企业实力和履约能力的证明文件或证照。
7.注：以上材料须完整提供，并逐页加盖公章，在报名截止时间之前未能提交报名材料、材料不全或报名材料审核未通过，视为报名无效，具体原因不另行解释。采购人不对报名结果和资格预审的评审结果做任何解释，不接受任何关于结果的质疑。
