简要规则描述：联盛苑位于鑫盛路36弄，建造于2005年，是老港镇辖区老旧小区之一，共有8幢楼、17个门洞、127户居民。根据居民和老港居委的反映，小区存在房屋漏水的情况，遇到雨水天气尤为严重，影响居民日常生活。为提升老旧小区的宜居度和美观度，拟对联盛苑进行房屋维修，解决渗水问题，提升老旧小区居住环境品质
Brief Specification Description:Liansheng Garden is located at Lane 36, Xingsheng Road, built in 2005, and is one of the older communities in the jurisdiction of Laogang Town, consisting of 8 buildings, 17 entrances, and 127 households. According to the residents and the Laogang Neighborhood Committee, there are issues with water leakage in the community, which becomes particularly severe during rainy weather, affecting residents' daily lives. To improve the livability and aesthetics of this old community, plans are to carry out repairs on Liansheng Garden to address the water seepage problems and enhance the quality of the living environment.

(c)本项目的特定资格要求：（1）须具有依法注册的独立法人、独立承担民事责任能力的自然人或其他组织；（2）具有建筑工程施工总承包资质三级及其以上资质；（3）安全生产许可证（有效期内）；（4）投标人拟派项目经理具有建筑工程专业二级（含以上级）注册建造师执业资格，具备有效的安全生产考核合格证书，且未担任其他在建的建设工程项目的项目经理；（5）单位负责人为同一人或者存在直接控股、管理关系的不同供应商，不得参加同一合同项下的政府采购活动；为本项目提供整体设计、规范编制或者项目管理、监理、检测等服务的供应商，不得参加本项目的采购活动；（6）没有因发生生产安全事故被浦东新区建设行政管理部门暂停承接业务且在限制期内的。
(c)Specific qualification requirements for this program:(1) Must have a legally registered independent legal person's ability to independently assume civil liability as an individual or other organization; (2) Must have at least a level three construction engineering general contracting qualification; (3) A safety production license (valid); (4) The bidder's proposed project manager must have a level two (or above) registered construction engineer qualification in the construction engineering specialty, possess a valid safety production assessment certificate, and not be serving as a project manager for any other ongoing construction project; (5) Different suppliers with the same person as the responsible unit or having a direct holding or management relationship are not allowed to participate in the government procurement activities under the same contract; suppliers providing overall design, specification preparation, or project management, supervision, inspection, and other services for this project are not allowed to participate in the
