thpowerratingabove90kWshouldmeetIE1orabove.Themotorsforthewhistle,cargoholdsmokealarmdevice,andglasswiperequipmentcanuseeitherthree-phase220Vorsingle-phaseshadedpolemotors.Motorpowerabove90kWshouldbeinstalledPTCwithwindingfortemperatureprotection.ABB,SIMENS,HOYER,BEVl,ShanghaiDianjiorsimilarbrandmotor(notDezhoumotor)isusedforfanwithmorethan5kwelectricityoutput11)厂家必须及时提供设计师和船厂要求的设备相关图纸或相关技术文件。如可行，应尽可能将设备的外形尺寸和重量附在本协议中。Themakermustsubmitthedrawingsand/ordocumentasrequiredbydesignerandshipyardintime.Theoutlinedrawingandweightoftheequipmenttobeattachedtothisagreementasfaraspossible.12)所有备件及工具(包括所有设备在船上修理和拆装的特殊工具)应该按规范要求及制造厂标准提供。特殊型式泵浦需有机械轴封、轴心与轮叶等备品。Sparepartsandtools(includingallSpecialtoolsnecessaryforoverhaulingandassemblingofanyoftheequipmentandmachineryonboard.)forallmachineryandequipmenttobefurnishedinaccordancewiththerequirementsandrecommendationsofClassandmaker’sstandardandattachedthelistinthisagreement.Thesparepartsforspecialtypepumpsshouldincludingmechanicalshaftseals,impellers,shaftsandsoon.13)主要机械设备按厂家的专门品牌;除厂家专门品牌颜色外，电气设备的颜色标准为:船东涂装配色表。应急和报警设备的颜色为:IMO标准。电气设备内部颜色以厂家标准颜色为准，颜色需要送船东认可。Tofollowthemakertrademarkcolourforallmajormachinery,Exceptmaker'strademark'scolour.Thepaintingofelectricequipment'colourshouldbe:owner'scolourchart.TheemergencyandalarmdevicewithIOstandardInteriormetalsurfacesofelectricequipmentshouldbepaintedwithmanufacturer'sstandardcoloursandthecolorshouldbesendtoownerforapproval.14)卖方应根据船级社要求提供设备无石棉声明。Thesellershouldsupplytheasbestosfreestatementfortheequipmentaccordingtoclassificationsocietyrequirement。15)厂家需根据欧盟1257/2013号法规及“国际安全与环境无害化拆船公约”的要求，4/36填写并提供“供应商的一致性声明表格--（SDoc）”和材料声明表格--（MD）.该声明表格随认可图发船厂。Thesellermustfillandprovide”SupplierDeclarationofConformityform--（SDoc）and“MaterialDeclarationform—(MD)”accordingtoInternationalConventionfortheSafeAndEnvironmentallySoundRecyclingofShipsunderRegulation(EU)No1257/2013.Supplythedeclarationformwithapprovaldrawings.16)所有设备须列出主要部件的型号和厂家（品牌）。Themaincomponentsofallequipmentshouldlistthetypeandmaker(brand).17)所有设备的管子进、出口连接位置须便于船厂外部接管，且设备本体管子固定整齐。Allequipmentpipesinlet/outletpositionshouldbearrangedconvenientforyardpipingconnecting,andpipesattachedonequipmenttobefixedproperly.18)所有设备电缆填料函进线位置须便于船厂外部接线，且设备本体电缆用扁铁或托架固定整齐。Allequipmentcableglandsinletpositionshouldbearrangedconvenientforyard.Cablesconnecting,andthecablesattachedonequipmenttobefixedproperlybycabletrayorflatbar.19)设备出厂前必须做好保养工作，其保养必须能确保有至少一年及以上的有效期。首次设备运行所需要的防冻液和防腐剂由厂家提供。Maintenanceistobedonebythemakerbeforedeliveryofequipmentanditshallensureatleastoneyearandaboveofperiodofvalidity.Theantifreezeandcorrosioninhibitorwillbeprovidedbymakerwhiletheequipmentisrunningfirstly.20)设备出厂前，卖方应关闭所有船级社的意见（包括证书上的）。所有需要买家处理的船级社意见，卖方应在收到船级社文件后3个工作日内通知买家。Sellershouldcloseallthecomments(includingthecommentinthecertificate)fromclassbeforedeliveryoftheequipment.AlltheclasscommentwhichneedtobeclosedbyBuyershouldbeinformedtoBuyerbySellerwithin3workingdayafterreceivingfromclass.21)本技术协议采用中英文对照形式，若两者有矛盾，须以英文为准。ThisagreementiswritteninChineseandEnglishlanguages,anditmustbeaccordingtoEnglishlanguageifcontradictionsoccur.2.基本技术参数Basictechnicalspecification1)如无另外说明,设备须满足以下工作环境：Ifnototherwisestated,thedesignandtheequipmentandmachinerytobeinstalledandoperatedinaccordancewithfollowingambientconditions:环境最低温度：-19℃Lowestmeandailyaveragetemperatureinairis-19℃.机械及电气设备安装处所Machineryandelectricalinstallations：封闭处所Inenclosedspaces:0℃~+45℃,露天甲板Ontheopendeck:-19℃~+45℃相对湿度RelativeHumidity：60%5/36海水温度Seawatertemperature：-2℃~32℃淡水温度Freshwatertemperature:0℃~36℃大气压力Barometricpressure：0.1Mpa适用于电子设备的环境空气温度上限为Theupperlimitofenvironmentairtemperaturesuitableforelectronicdevicesis:55℃。2)证书要求(所有证书应提供1正2副)：Certificatesrequired(allcertificatestobedeliveredin1originaland2copies):厂家需提供满足法规、挂旗国及船级社要求的相关证书，包括但不限于以下：Makershouldproviderelevantcertificationsofregular,administratorandClassrequired,includingbutnotlimitedtobelowcertifications.(□：不包括excluded；■：包括included；○：可选项option)证书类型或文件CertificateorDocument要求required挂旗当局证书AdministratorCertificateCCS产品证书CCSProductCertificateCCS图纸认可CCSPlanReviewCCS型式认可证书CCSTACertificate工厂证书ManufactureCertificateMED型式认可证书MEDTACertificate□SDoc及MD声明文件SDoc&MDDeclarationDocument网络安全证书CyberCertificate注：如带CBS，则需要取证或豁免；如不带CBS，则不需取证和豁免。对于带有船载CBS设备最终解释权由CCS船级社判定URE27取证或豁免，因取豁免证书而产生的额外费用由设备商自行承担。Note:IfCBSisneeded,certificatecollectionorexemptionisrequired.IfCBSisnotneeded,nocertificateorexemptionisrequired.ThefinalinterpretationrightfortheURE27certificationorexemptionwithshipborneCBSequipmentshallbedeterminedbyCCSClassificationSociety.Theadditionalcostsincurredforobtainingtheexemptioncertificateshallbebornebytheequipmentmanufactureritself.对于船上的船载计算机系统和设备(CBS)应满足国际船级社协会要求的URE26,且对系统和设备分别做URE27认证或提供豁免证书。为满足URE26要求和提高网络韧性，船载计算机系统应适配防火墙等网络安全设备。EachlACSURE26requiredcomputer-basedsystemandequipment(CBS)onboardshouldbecertifiedseparatelybytheequipmentsupplierwithlACSURE27relevantcertificatesorprovideexemptioncertificates.Furthermore,networkfirewallsetc.devicesshallbeconsideredtofittedforimprovingoverallcyberresiliencetomeetthereq onSystemDraaingNo2366-2036-1-33VersionWeightScoleVerModificationSignDateDraw.Appro.徐重民2025.09.11Drowing:子传感器安装lnstolotionofflootsensorRONGDEEnenngtepeco.ToShanghaiRongdeTotolPage:1Poge:1123456名/TANKNAMEFPJ名/TANKNAMEBOSUNSTOREBOWVOIDSPACEEMCYFPRMPAINTRM36/36物资采购询价函1、报价注意事项及联系方式1、1．我司将在物资采购信息平台（https://www.fsigc.com:6116/index_jituan.aspx）进行权属各船企（包括：福建省马尾造船股份有限公司、厦门船舶重工股份有限公司、福建东南造船有限公司、福建福宁船舶重工有限公司）的物资采购活动，并在平台进行网上公开询价。请已获得我司报价资质的供应商，在平台要求的报价截止日之前，登录网站报出最低优惠价。1、2．请有意愿参与本询价函的供应商，应先登录物资采购信息平台，完成基本资料的审核，并获取相应的报价资质。1、3．若对询价文件中的部分要求有疑问需要澄清的，可联系马陈榕，联系电话：13609574427。1、4．参与报价的供应商，请仔细阅读本询价函，并按相关要求提供完整的报价文件，若未按要求提供报价文件，将视为无效报价。1、5．投标人不得有下列行为，若出现下列行为之一的，将被列入我司黑名单或禁止参与我司采购活动。我司纪检监察联系电话：0591-87306515。1、5．（1）入选后无正当理由放弃入选的、不执行报价结果的1、5．（2）供货或工期严重延误，对公司造成重大损失的1、5．（3）弄虚作假骗取入选并中标，质量、服务存在重大问题或其他严重违反公司有关管理制度的1、5．（4）采取不正当手段诋毁、恐吓、排挤其他供应商的1、5．（5）与公司相关部门恶意串通的1、5．（6）向公司相关部门行贿或者提供其他不正当利益的1、5．（7）投标人有串通投标、弄虚作假、行贿等违法行为2、项目概述此次询价项目为MW472-1~13船货舱进水探测系统设备，采购数量13船套。船级社为CCS，要求提供满足船级社和技术规格书要求的设备、证书和完工资料等，具体的要求明细，详见技术协议或报价清单（单独另附文件）。3、报价供应商资质要求3、1．供应商应取得我司“合格供应商资质”。3、2．不接受联合体报价。3、3．单位负责人（法定代表人）为同一人或者存在控股、管理关系的不同单位，不得在本项目同时参与报价。3、4．参与报价的单位，不得在“信用中国”网站（www.creditchina.gov.cn）中被列为失信被执行人或重大税收违法案件当事人名单。4、询价文件获取与报价方式4、1．请参与报价的供应商，登录我司物资采购信息平台下载询价文件和技术要求等相关文件，平台网址：https://www.fsigc.com:6116/index_jituan.aspx。4、2．请各供应商按照平台的报价模块完成价格及报价偏离表填写，并将最终报价文件打印盖章后上传系统。4、3．上传系统的报价文件，按“报价文件具体要求”进行编写和上传，上传系统的文件必须加盖报价单位公章。4、4．本项目询价的起止日期详见物资采购信息平台（https://www.fsigc.com:6116/index_jituan.aspx）。5、采购项目的技术及商务要求5、1．技术要求：5、1．（1）本项目的技术要求、证书要求、完工资料要求，详见技术协议或报价清单（单独另附文件）：FSMW472-TA-M0071-01。5、1．（2）供应商所报设备的技术参数可以高于第1点中的要求，但不得低于第1点中的要求，同时将技术参数的偏离表整理出来，作为报价文件的一部分。5、1．（3）所报项目的技术要求除满足第1点要求外，还需满足国家相应标准和规范、船级社相关规范要求。所有证书和资料需真实有效，不得伪造仿冒。若因提供虚假证书和资料，对我司造成损失的，供应商负责赔偿。所有产品均不得含有任何石棉成分（对我司造成损失的，供应商负责赔偿），要求供应商提供产品的无石棉产品声明。5、2．报价范围：5、2．（1）国产设备及材料采购成本等到厂价，含13%增值税、运输费、包装费、保险费、服务费、售后质保费、检验费、证书费等相关费用。5、2．（2）进口设备按下列条款报价给我司，我司不接受其他报价条款。2.1CIFMAWEIPORTorXIAMENPORT(CIFLINERTERMS)2.2CIPthedestination(ThedestinationisFujianMaweiShipbuildingLtd.OrFujianSoutheastShipbuildingCo.,LtdorFujianFuningShipbuildingCoLtdorXiamenShipbuildingIndustryCo.,Ltd.Andtheriskofthegoodsistransferredtothebuyeratthedestination)2.3DDPFujianMaweishipbuildingLtd.5、3．付款结算方式（本询价函付款方式国内合同按第1点实施，国外合同按照第6点实施）：5、3．（1）国内设备及材料，按货到验收合格，收到证书（若有）、完工资料（若有）、13%增值税专用发票后三个月内，支付发票金额的95%，发票金额的5%作为质保金（质保期满后支付）。5、3．（2）国内设备及材料，单船产品全部交付后，买方收到卖方开具的单船13%增值税专用发票、全部证书（若有）、完工资料（若有）后三个月内，将发票金额的90%支付给卖方，发票金额的10%作为质保金（质保期满后支付）。5、3．（3）国内设备及材料，全部产品交付后，买方收到卖方开具的13%增值税专用发票、全部证书（若有）、完工资料（若有）后三个月内，将全部发票金额支付给卖方。5、3．（4）国内设备及材料，单船产品全部交付后，买方收到卖方开具的单船13%增值税专用发票、全部证书（若有）、完工资料（若有）后三个月内，将全部发票金额支付给卖方。5、3．（5）进口设备及材料，按货到后100%TT付款。5、3．（6）进口设备及材料，按发货前一个月开具100%信用证，同时供应商按合同总价的5%给买方开具银行质量保函（保函为见单即付形式）。5、3．（7）若采购项目为年度、季度、月度合同，结算方式按分批次交付、分批次结算、分批次开票的方式实施，供应商分批次开具13%增值税专用发票，买方收到发票后三个月内，将全部发票金额支付给卖方。5、3．（8）钢型材付款结算方式如下：8.1远期（交期12个月及以上）1）合同正式生效后卖方开具15%合同总金额的履约保函，以及15%合同总金额的预付款保函；买方收到履约保函、预付款保函后1个月内支付合同总金额15%货款作为预付款。2）交货前90天内，买方收到卖方与钢厂签订的采购合同后支付15%进度款。3）合同总金额60%款项为提货款，卖方应在发货前1个月内书面通知买方，买方在收到通知后1个月内向卖方支付60%提货款，卖方收到提货款后按买方要求组织钢厂发货。4）合同总金额10%货款，货到票到后60天内付款。8.2远期（交期6个月至12个月）1）合同正式生效后一个月内卖方开具15%合同总金额的履约保函、卖方在合同交货期前4个月开具15%合同总金额的预付款保函并提供卖方与钢厂签订的采购合同，买方收到保函及卖方与钢厂签订的采购合同后1个月内，买方预付合同总金额30%货款作为预付款。2）合同总金额60%款项为提货款，卖方应在发货前1个月内书面通知买方，买方在收到通知后1个月内向卖方支付提货款，卖方收到提货款后按买方要求组织钢厂发货。3）合同总金额10%货款，货到票到后60天内付款。8.3近期（交期6个月内）1）合同签字正式生效后，卖方向买方提供卖方与钢厂签订的采购合同后1个月内，买方预付合同总金额10%货款。2）合同总金额80%款项为提货款，卖方应在发货前书面通知买方并提供卖方与钢厂签订的采购合同，买方在收到通知后1个月内向卖方支付货款；卖方收到提货款后按买方要求组织钢厂发货。3）合同总金额10%货款，货到票到后60天内付款。8.4现货（少量增补或单批次订货量200吨内）全部产品交付后，买方收到卖方开具的全额增值税专用发票（税率13%）后2个月内，向卖方全额支付款项。5、3．（9）供应商若有虚开套开增值税发票等违反国家法律法规行为，所产生后果均由供应商负责，我司不负任何责任；若因此对我司造成经济损失的，均由供应商承担。5、4．交货日期：（1）详见系统报价清单中的“到货时间”或“交货期明细表（若有）”，本询价函中“到货时间”均为所采购设备及材料到达我司指定地点的时间。（2）钢材、型材、管材等原材料的“到货时间”均为原材料配齐且到达我司的时间。（3）供应商提供的报价不得迟于我司要求到货时间；若供应商报价时无法满足我司要求的到货时间，需要在报价单中备注清楚实际到货时间。（4）若采购项目为年度、季度、月度合同，按买方通知的数量和时间分批送货。5、5．交货地点：5、5．（1）详见“交货期明细表（若有）”或系统报价清单的“到货地点”。5、5．（2）若采购项目为年度、季度、月度合同，按买方通知的数量和地点分批送货。5、6．合同样本：入选供应商将以询价时上传至平台的合同样本（单独另附文件）为基础，进行合同条款的商谈；商谈范围仅限于合同金额、交货期、付款方式、调试及服务、质保方面的微调。5、7．其他要求：5、7．（1）若涉及国家强制认证的产品，必须提供强制认证相关证书。5、7．（2）按技术协议或清单要求提供所有相关证书，并满足最新相关国标和规范要求。提供的证书和检验报告必须与产品相符，产品标识中需要有明确的标识信息，以确保产品与证书的对应关系（包括：产品名称、规格型号及参数、生产标准、生产日期、生产批号、检验机构或证书（报告）编号等信息）。5、7．（3）参与报价的供应商需保证所提供的产品不存在侵犯第三人专利等知识产权在内的任何权益或行为。5、7．（4）各供应商在报价时，必须明确是否接受我司拆单订货，未明确的将视为接受我司拆单订货。5、7．（5）钢型材、管材、通用材料的报价，参与报价的供应商若中选，成为我司签约供应商，该供应商应接受我司未来三个月内的零星增补订单（起始时间从通知中选日计算，三个月后截止），结算总金额按签约时材料的平均单价乘以增补数量来确定，例如：增补钢板的结算总金额＝增补数量×平均单价（钢板签约总价÷钢板签约数量）。中选厂家在签约时，合同条款中需增加条款如下：自XXXX年XX月XX日至XXXX年XX月XX日止，买方若增补合同中同类别的材料，卖方将按本合同平均单价出售给买方，并按买方通知的时间送货到指定地点。结算总金额按签约时材料的平均单价乘以增补数量来确定，例如：增补钢板的结算总金额＝增补数量×平均单价（钢板签约总价÷钢板签约数量）。6、评选办法（本询价函的评选办法按第1点实施）：6、1．我司在报价截止后将组织评选小组进行评选工作，设备类和材料类的采购项目原则上采取“最低投标价法”选定候选人。我司在确认该项目的供应商及报价后，被选定的候选人若无正当理由，均需履行其作为候选人的义务，否则视为该供应商违约，我司可以取消该供应商的“合格供应商”资质或列入黑名单。供应商入选后按各船企实际需求，分别与各船企进行商谈并签订供货合同。6、2．我司在报价截止后将组织评选小组进行评选工作，本项目将采取“综合评估法”选定候选人，“综合评估法”的详细评分标准及细则详见XXXXXX评分表。我司在确认该项目的供应商及报价后，被选定的候选人若无正当理由，均需履行其作为候选人的义务，否则视为该供应商违约，我司可以取消该供应商的“合格供应商”资质或列入黑名单。供应商入选后按各船企实际需求，分别与各船企进行商谈并签订供货合同。7、报价文件具体要求（参与报价的供应商，报价文件需包含下列文件）7、0.（1）法定代表人
