根据市委和市政府办公厅《庚子年2020年春节期间“中国年.看西安”系列文化旅游活动总体方案》和西安市文化旅游局要求，西安博物院承接小雁塔荐福迎新唐文化主题活动，其中有春节氛围搭建任务，搭建内容包括非遗展示搭建、园区氛围装点、唐坊间集市搭建等，现距春节只有十五天。的确时间紧，任务重。西安墨东文化产业发展有限公司举办过许多大型演出活动和搭建工作。熟悉博物院的环境、人员和相关条件。因此拟采用单一来源采购方式，由西安墨东文化产业发展有限公司承接此次任务。
根据“招标法”的相关规定，本次招标应采用“单一来源”的采购形式。搭建任务由西安墨东文化产业发展有限公司才能完成。
