质量体系认证证书,且证书应在中国国家认证认可监督管理委员会网站(http://www.cnca.gov.cn)核实。。3.4 证书要求:无。3.5信誉要求:(1)投标人未被中国海洋石油集团有限公司或招标人处以“取消投标资格”及以上处罚,且未在处罚期内或处罚期满但在中国海油采办信息系统中的供应商档案中的“档案状态”为“采购冻结”、“业务状态”为冻结的;(2)投标人未被招标人所属单位处以“取消投标资格”及以上处罚,且未在处罚期内或处罚期满但未在系统中的供应商档案中的“业务状态”为“冻结”的;(3)投标人未被中国海洋石油集团有限公司在集团范围内进行风险提示,且未在中国海油采办信息系统中被采购冻结,进入调查程序的;(4)投标人应在系统中领取招标文件的;(5)投标人未被工商行政管理机关在全国企业信用信息公示系统(http://www.gsxt.gov.cn)中列入严重违法失信企业名单; REV0四、设计/使用条件1.设计要求:(1)符合海上平台使用环境,满足相关设计要求;(2)供货产品所有设计图纸、设计计算书等须经船级社(ABS、BV、CCS、DNV等)审图合格后才能投产,否则,买方不予接受;(3)产品须经船级社(ABS、BV、CCS、DNV等)检验合格,在交货前应提供船级社产品证书及防爆证书;2.到货地点:惠州大亚湾区石化大道中滨海12路9号物流基地3#门;收货联系人:陈惠诚联系电话:18688311500邮箱:ex_yangmx2@cnooc.com.cn;3.安装或使用地点:陆丰海上平台。4.交货期:合同签订后45天。五、技术要求5.1.概述产品技术参数应满足3.2相关机械设备设计文件中的最低要求。卖方应对所提供的化学药剂泵及所有设备、仪表、阀门、管线和管件的设计、材料采购、制造、零部件的组装、图纸及资料的提供以及与设计方间的联络、协同等责任。卖方还应对所提供化学药剂泵撬块内设备、仪表及阀门的性能、安装、调试负责。5.2★关键技术要求1)化学药剂泵的流量、排出压力和主要部件材料应符合数据表的要求。2)化学药剂泵应为船用或海上平台式,卖方应自费安排检查,并从经COOOSO授权的认证机构之一取得船检产品证书,这些认证机构包括ABS、DNV、BV和CCS。5.3.一般技术要求1)机械强度要求乙方应按照甲方确定的设计参数,依据NB/T47003.1-2009/GB150进行强度校核计算,提供设备的罐体厚度及挠度等计算,满足各机械设备强度和刚度的要求。2)成撬尺寸成撬尺寸不但影响设备内配套设备的尺寸设计,同时还会影响海洋平台的甲板面积,乙方需根据各个机械设备数据表和请购书中的成撬尺寸进行设计。确保每个机械设备的尺寸设计都满足要求。3)腐蚀裕量要求腐蚀裕量根据钢材在介质中的均匀腐蚀速率和容器的设计寿命确定。4)干重、操作重干重、操作重是机械设备的重要参数,影响海上平台甲板的结构设计,乙方需要根据项目设计要求设备干重、操作重均<0.3吨。5)材料要求a)各机械设备的所有关键部件材料应参照对应数据表中的材质要求来执行,并满足规定的海洋环境条件及环境温度要求,钢材应符合NB/T47003.1-2009《钢制焊接常压容器》/GB150的要求,所有关键部件的材料应具有可追溯性。b)所有机械设备应采用未经使用的全新材料和部件,不应有任何可能影响机械强度的缺陷。c)不同金属材料连接需要进行绝缘,如不锈钢材料与碳钢基体之间连接应进行绝缘,防止电偶腐蚀。详细材料要求请参照设备数据表和材料选择报告。6)管道,阀门和配件a)所有进出口的管道都应符合ASMEB31.3。符合项目管道相关规格书要求满足工艺需求,包括管道的设计、材料、安装、检验测试、绝热、管口载荷等。b)撬内法兰、垫片、紧固件需满足化工部HG/T20592~20635要求。c)在考虑绝缘厚度和管道的保温情况下,管道之间最大法兰或连接件的外部之间的距离不得小于25亳米,便于拆卸、修理。d)管道系统布置在垂直高度上不得低于200mm。e)所有管道应设置管线支架,支架不得直接焊接在管道上。对外连接管线,连接边缘处支架应采用弹性连接,不接受刚性连接,需按照标准管线支架图纸制作。f)除另有规定,所有进出口法兰采用ASMEB16.5标准法兰,法兰尺寸,规格等级按照项目具体要求规定执行。7)仪表需求a)控制盘应基于PLC技术。b)撬内电动仪表防爆等级为ExdIIBT4,防护等级为IP56。c)安全阀需提供UV认证及钢印,并提供国家特种设备制造许可证。d)电缆为船用低烟无卤铠装电缆,填料函材质为黄铜镀镍。8)电气需求a)泵电机能效指数:二级能效及以上。b)电气设备防爆等级为ExdIIBT4,防护等级为IP56,填料函材质为黄铜镀镍。c)电气设备接线电缆为船用低烟无卤铠装电缆。d)法兰需完成跨接线及接地设计和安装工作。e)接线箱和控制盘材质316L。f)电机应采用船用电机,遵照GB/T7060标准。g)撬内所有防爆电气设备及仪表部件均要取得防爆证书,并根据《强制性产品认证目录》的要求取得中国强制性认证(3C)证书(注:防爆型可燃气体报警(探测)器、防爆温度仪表、流量仪表、压力仪表、液体(物位)仪表等五种计量类防爆设备不在3C范围内)。9)防腐和涂装要求设备涂装应符合《DD-SPC-DPP-CC-0001SPECIFICATIONFORPROTECTIVECOATINGOFTOPSIDEREV0》的要求。10)撬块尺寸和重量限制乙方应控制撬块尺寸和重量,尺寸和重量要求见需求一览表的主要技术指标,乙方应在其标书中说明撬块的尺寸和重量,同时提供操作重心和干重重心。11)噪音整撬噪音级别应该满足项目相关技术规格书要求,要求距离撬边1米处噪音不超过85dB(A)。5.4.设备制造要求:化学药剂撬与泵撬提供配备整套吊索具(吊索具须带有海油认可的检测公司检验合格相关证书);供货时化学药剂撬及泵撬均要完成底、中、面油漆防腐(满足C5M防腐等级);各部位焊接均要完成磁粉、拍片、试压作业等,提供报告;卖方从海上调研完成后需要在一周内提交制造图纸和设备清单,获得我方设计确认无问题后才可进行生产;卖方须在生产前须提供生产计划表,每周五将生产情况做份周报(带照片)发送到制定的联系人,直至供完货才结束周报;设备连续运行时间不少于3年,设计寿命满足20年。泵体主要部件选材按照不锈钢SS316L选择,对于碳钢结构选择合适的油漆涂装均能增加设备使用寿命,螺栓采用镀锌加特氟龙涂层防止海洋环境腐蚀等措施。5.5供货范围(以下为引用标准中所列重要参数)化学药剂泵;泵出口安全阀;泵出口耐震压力表;气囊式脉动阻尼器;Y型过滤器;球阀;泵进出口球阀;泵出口止回阀;仪表二阀组;泵撬进出口管道及附件;本地操作柱和指示盒;设备底座;平台支架;电缆及保护管等;二级能效及以上的电机;P&ID图中设备撬块云线内所有的管线仪表电缆阀门,以及绝缘支架等;所有必要的噪声和振动抑制设备;仪表和电气接线盒,接线盒应安装在防滑装置的边缘;所有必要的启动和调试备件,调试时使用的润滑油密封油滤芯保险丝等所有消耗品(注明名称等级或类型所需数量等);所有撬外连接的电缆应配备电缆密封套(ExdIIBT4,IP56),格兰应为双层密封,电缆格兰头的材料应为镀镍黄铜或316L不锈钢;20%的压盖备件,但不少于一套;一年运行备品备件(如含润滑油和密封油,润滑油和密封油的用量为两年);3D模型,要求以1:1的比例响应设备的全尺寸,并体现喷嘴、接线盒、机柜、结构支撑等细节。三维模型文件输出格式为stp\\step\\txt,以满足PDMS的导入要求;所有维护和操作所需的专用工具;售后服务包括安装指导和现场调试。六、检测和试验所有设备的检验、测试遵循第三章节中标准规范相关要求,以及本采购技术标准中相关要求。卖方应制定完整的检验、测试程序并送交买方批准。批准后,所有的设计、材料、采办、制造、焊接、检查与试验等应严格按此执行。卖方负责编制试验大纲,包括设备的性能及各种操作功能的测试及具体的时间安排,并提前提交给买方,经第三方及买方批准后方可执行。卖方应在测试前14天通知买方,以方便买方参加现场测试。检验和试验应在买方代表或指定第三方在现场的情况下由卖方组织完成。所有设备出厂试验前,经船检合格,卖方应提前通知买方参加出厂试验。买方有权在合同签订后任何时间检查设备,包括制造或测试,以确保材料、加工工艺和性能均符合技术规格、技术资料和图纸的要求。买方或买方的授权代表认为必要可要求额外的或重复的测试。七、标识、包装、运输和存储7.1铭牌a)各个机械设备应用不锈钢材料制成的铭牌作为识别标志,此铭牌应牢固的固定于铭牌托架上。b)成撬铭牌至少包含图一所示内容。2352151045145成撬单位日产品名称设备位号55第三方4营撬尺寸ql撬净重4-06通R10图一成撬铭牌c)铭牌方格内数字用钢印打出;文字、字母、数字均为凸出型呈银白色,其他凹入部分呈黑色(铐漆);表面涂油保护;设备名称的字高为8mm,其余文字、字母、数字的字高为6mm;材质为不锈钢。撬内的部件都应带有适当的铭牌并固定在明显部位,铭牌尺寸的技术要求应符合GB/T13306的规定。泵的铭牌内容至少包括如下内容:制造厂名称、产品名称、泵规格型号、额定流量、m3/h、扬程m、必需汽蚀余量m、出厂编号、出厂年月。撬内旋转设备的转向箭头应当有明显标识。7.2包装和运输泵的包装应符合GB/T13384的规定。泵油漆防护应满足海洋环境条件和使用要求,面漆颜色按照买方要求进行喷涂。并应满足以下要求:a)在所有试验和检验完成后,必须把泵体内部清理干净,并干燥。暴露的未涂漆表面,如机加工表面和为现场施焊所准备的焊接表面,需涂可除式防锈漆;b)各种螺栓孔应使用丝堵保护,各种螺纹用黄油保护;c)为了在运输中不损坏物件,所有设备应作相应的保护并固定;d)如果为了便于运输而拆卸的仪表、阀门等均需在指定地点由卖方重新安装,拆下的仪表、阀门等须加标签、编号以便正确安装。e)泵应提供适当的运输保护和吊耳,以方便吊装化学药剂泵到运输设备上。整撬要小心轻放,并以水平状态进行运输和存放。应注意联轴器防护罩,避免挤压变形。其他特殊要求:车辆和人员进入石化区,需要在下述小程序上进行预约审批。车辆预约电脑端:http://vims.bingotech.net:9080/vimscapp手机端:http://vims.bingotech.net:9080/vimscmob人员预约电脑端:http://vims.bingotech.net:9080/vimspc手机端:http://vims.bingotech.net:9080/vimsmobile危化品车辆备案电脑端:http://vims.bingotech.net:9080/vimscapprec手机端:http://vims.bingotech.net:9080/vimscmobrec进入石化区的货车需装配倒车影像及盲区监控。8、技术文件对于和买方文件相背离或者对买方文件修改的部分,卖方在投标书中应予以说明,否则被视为完全符合买方要求。卖方投标书的技术部分至少应包括下列几部分的内容:第一部分:介绍包括对卖方能力的描述,ISO9001质量控制和质量保证计划,在海上应用方面的经验,安装清单,优势和交付细节等。第二部分:供货范围根据本文件中规定的供应范围,给出详细的供应范围清单,包括名称、数量、每个组件、主要部件、系统、仪表、管道、电气等。并指定了可选的项目。第三部分:备件和专用工具1年的推荐备件清单,包括名称、数量和单价。启动和调试的推荐备件清单,包括名称、数量和单价。推荐用于安装、启动、调试、运行和/或维护的专用工具清单,包括名称、数量和单价。第四部分:关键技术要求根据本文件中所述的关键技术要求,给出详细的关键技术要求清单。第五部分:技术资料提供供货单元/设备的完整描述,包括特性、性能、功能和考虑选择/设计等。性能数据,包括泵的性能曲线、其他主要部件、设备描述等技术数据。应完成买方附件数据表中的空白部分。总图和剖面图,包装的整体尺寸、重量、重心和运维空间。根据本文件中所述的证明文件,请给出详细的证明机构说明。材料应被指定,卖方应说明如何选择适合环境和运行条件的特定材料。详细的控制系统描述,包括每个组的控制系统描述和本地控制面板的控制逻辑。设备安装的详细要求。成套设备所需的公用设施清单,包括泵的质量(规格)、流量、压力、温度,以及电力的电压、相数、频率和千瓦数等。位于上游的进口过滤器的最低技术要求,如网眼尺寸等。润滑油等消耗的规格。第六部分:差异澄清向买方的文件、标准和规范显示所有的例外情况、偏差和意见。第七部分:卖方需要补充的其他内容8.2、交付技术文件产品交付技术文件要求:第三方船检证书、产品质量合格证、产品使用说明书、保修卡、电气图、机械结构图、维护保养说明书、出厂检验报告、附件清单等。九、工作进度、监造和现场验收1.工作进度:合同签订后,7天内向买方提供工作进度计划;2.设备验收:设备在买方场地安装调试完毕后 1.0 INTRODUCTION
1.1 General
This requisition defines the minimum technical requirements for the design, materials, manufactures, supply, inspection, testing and preparations for shipment of the Corrosion Inhibitor Injection Pumps to be installed on the LF15-1 DPP offshore platform, located in the Pearl River Mouth Basin, South China Sea of the People’s Republic of China.
SUPPLIER shall provide equipment as defined in the specifications and data sheets. The detail description and requirements are given in the documents prepared by PURCHASER in the section 7 of this requisition.
1.2 Definition

PURCHASER who issue Corrosion Inhibitor Injection Pumps enquire and manage the purchase of the equipment for the project.
SUPPLIER
The SUPPLIER who will design, supply, fabrication, test and deliver the complete Corrosion Inhibitor Injection Pumps in accordance with all requisition, specifications, data sheets and other requirement of the order.
1.3 Technical Integrity
The SUPPLIER is responsible for the technical integrity of the pump, including:
· Design
· Material
· Manufacture
· Assembly
· QC/QA/HSE
· Testing
· Commissioning
· Performance
· Specified engineering services
All these activities are to be in accordance with the scope of supply, this requisition, specification, data sheets, drawings and all interface information.
1.4 Design Life, Availability, and Reliability
The overall availability and reliability of the complete equipment shall be demonstrated by the SUPPLIER, design life of the Corrosion Inhibitor Injection Pumps shall be twenty (20) years in an exposed offshore location.
1.5 Site Environmental Data
The SUPPLIER is responsible for ensuring that all equipment and components provided are suitable to operate in marine environment, and ambient conditions as stated below:

2.0 SCOPE OF SUPPLY
2.1 General
This requisition shall be used in conjunction with the project specifications, P&ID, and data sheets. Any exception to the requirements of these documents shall be submitted to Purchaser in writing for resolution.
2.2 Scope of Supply
The SUPPLIER’s scope of supply should be based on, but not be limited to, All equipment, auxiliaries, necessary instrument and valves shall be supplied by SUPPLIER. Even though not listing in P&ID, The SUPPLIER shall also supply all equipment considered to be necessary for the satisfactory and efficient operation of the equipment.
The scope of supply of the SUPPLIER shall include, but not be limited to as follows:
A. Corrosion Inhibitor Injection Pumps (DPP-P-3601F) 1 Set
· DPP-P-3601F Four(4) heads pump-controlled volume
B. Others
· All necessary interconnecting pipework, instrument, cables, valves, insulation supports, and so on on P&ID.
· Suction pulsation dampers, discharge pulsation dampers, calibration tubes,”Y” type strainer, and discharge PSV for each pump.
· All necessary noise and vibration suppression equipment.
· Local button and indicating box.
· Instrument and electric junction boxes for PURCHASER termination. The junction boxes should be supplied on edge of skid.
· All necessary start-up and commissioning spare parts, first fill quantities of all consumable (specify the name, grade or type, and required amounts, etc.) such as lube oil, seal oil, filter element, fuse, etc. to be used during commissioning, which shall be supplied separately.
· Cable glands (Exd IIBT4,IP56) for all out-skid connections. The gland shall be double layer sealing, the material for cable glands shall be nickel plated brass or stainless steel 316L.The cable details shall be advised by PURCHASER after the time of cable ordering.
· 20 percent of gland spare parts, but not less than one set.
· One (1) year operating spare parts (if lube oil and seal oil are included, the quantity of lube oil and seal oil shall be for two years).
· Updated 3D model and as built 3D model. The 3D model is required to respond the full size of equipment at 1:1 ratio, and embody the details such as nozzles, junction box, cabinet, structural support etc. The 3D model file output format should be stp\step\txt to meet the import requirement of PDMS.
· All necessary special tools for maintenance and operation.
· Post-sale service including installation guidance and commissioning on site.
· Inspection and testing plan(ITP).
· All documentation as requested in this requisition, including system PFD, P&ID, strength calculation, detail description, data sheet, operation & maintenance manual, installation requirement, inspection and testing reports, certificate of instrument calibration, explosion proof certificate, certificate approved by the certifying agency, etc.
The SUPPLIER shall provide the Purchaser with detail supplied equipment list in his proposal.
3.0 KEY TECHNICAL REQUIREMENT
The bid document shall be rejected if the SUPPLIER cannot meet the following any one key technical requirement.
· The type of Injection Pump is plunger pump.
· DPP-P-3601F are multi-head pump-controlled volume.
· Flow rate, discharge pressure and main part material of Corrosion Inhibitor Injection Pumps shall meet the requirement of data sheet.
· The Corrosion Inhibitor Injection Pumps can be run in issued by any one third party certifying approved by the China Offshore Oil Operation Safety Office (COOOSO) under the State Administration of Work Safety.
The SUPPLIER shall give a detailed list of the key technical requirement in the bid document.
4.0 DESIGN REQUIREMENT
4.1 General
All equipment installed shall be new and unused, marine and capable of continuous operation for a minimum of 3 years (at least), and the design life of 20 years. The Corrosion Inhibitor Injection Pumps shall be designed, manufactured, inspected and tested in accordance with this requisition, data sheets, other codes and standards and the requirement of the certifying agency.
The Corrosion Inhibitor Injection Pumps arrangement shall be horizontal with sufficient space provided for installation and removal.
4.2 Mechanical Requirement
The pumps shall be designed with resist wear and shall guarantee working efficiency of the pump from loss. The pump shall be electric motor driven, and the detail requirement shall be according to Specification for Positive Displacement Pumps-Controlled Volume, and the related data sheets.
SUPPLIER shall make detail description for the lubricating and cooling system for bearing, the force-pressured system is prohibited.
The material of pump shall be complied with the data sheet requirement. SUPPLIER shall attach great importance for material selection, to guarantee the material offered to be suitable for operation and the external marine environment, which is saliferous with high humidity. Based on his experience, SUPPLIER may propose equivalent or superior alternatives materials if these would render equal or better service.
4.3 Electrical and instrument Requirements
All the local electrical and instrumentation equipment shall be suitable for requirement of hazardous area classification. The Ex n is not acceptable.
The glands shall be explosion-proof type and made of nickel-plated brass, the explosion proof grade shall be Exd II BT4.
All the electrical equipment shall be in accordance with the requirement of the specifications. The motor shall conform to the requirements of the Specification for Low Voltage Squirrel-cage Induction Motors and Specification for Electrical Facilities for Packaged Equipment.
4.4 Painting
All surfaces shall be painted in accordance with the Specification for Protective Coating of Topside.
4.5 Piping Requirements
The design, material selection, fabrication, inspection, testing and insulation of the piping on the Package shall refer to the corresponding specification:

The insulation of different materials shall according to below principle:
a. Dry gas system doesn’t need to be insulated.
b. Hot oil system and utility/instrument air system do not need to be insulated.
c. Wet gas system shall consider insulation.
d. The connection between stainless steels doesn’t need insulation; In corrosive media the connection between SS and CS, Cu-Ni alloy shall consider insulation.
e. Warm well and connection area of liquid meter do not need insulation.
f. Screw thread connection of instruments in facility do not need insulation.
g. Small piping such as instrument piping do not need insulation.
h. Stainless steel piping connected to carbon steel instrument by flange shall consider insulation.
i. Other situation shall consider the above principle for insulation.
j. All the pure Graphite gaskets are not recommended in water system.
4.6 Utility Available
The PURCHASER will offer the following utility available at the edge of the skid only:
· Electric Power: 380V, 3ph, 50Hz 3wire, neutral insulated
220V, 1ph, 50Hz 2wire, neutral insulated
The SUPPLIER shall design and supply all packages based on the utility available. Any other equipment required will be SUPPLIER’s scope of supply.
4.7
Vibration and Noise Control
The bidder shall full describe the control method to reduce vibration and noise. The vibration and noise levels shall be stated in his proposal.
The pump designed by SUPPLIER should bear all vibration effect. The deck structure of platform shouldn’t be taken the precaution to reduce vibration.
Generally noise of pump should be not more than 85dBA at 1m area.
For vibration data, the SUPPLIER must provide the data in the table below.

4.8 Certifying
The SUPPLIER shall operate and test the complete package in the presence of the Certifying Agency and PURCHASER for acceptance, both at the Fabrication Yard and at the permanent offshore location.
The Certifying Agency shall be chosen by Supplier from any one of the following certifying agencies, i.e. CCS, DNV, BV and ABS. The Supplier shall be responsible for the arrangement of the Certifying Agency and all cost. The design review report and inspection certificate shall be issued by the Certifying Agency and transferred to the PURCHASER.
The Certifying Agency work scope requirements and the equipment category are stated in the Appendix A.
5.0 SUPPLIER’S RESPONSIBILITY AND GUARANTEE
5.1 Responsibility
The SUPPLIER shall be responsible for the complete process and mechanical design, (including design of all internals), material selection, equipment and materials purchasing, manufacture, inspection and testing, certifying, delivery, shipment, installation guidance, commissioning on site and post-sale service for all supplied skids.
The Corrosion Inhibitor Injection Pumps shall be full comply with all applicable project specification, this requisition, data sheets, drawings, codes, standards and the requirements of the certifying agency.
Compliance by SUPPLIER or any of his sub-contractors with the provisions of this requisition and all attached document does not relieve SUPPLIER of his responsibility to furnish equipment and material suited to meet the specified service conditions and any unlisted codes governing health and safety in effect at the country of origin.
All deviations from the Purchaser's documents shall be stated in the quotation and submitted to Purchaser for approval. The absence of such deviations shall mean full compliance by SUPPLIER.
The SUPPLIER shall be responsible for reviewing the system P&ID to meet the requirements of the capacity and discharge pressure based on the inlet conditions stated in the Purchaser’s document.
The SUPPLIER shall obtain the certificate(s) of the supplied equipment made by certifying agency and submit the certificate reports to the Purchaser.
5.2 Guarantee
The Corrosion Inhibitor Injection Pumps and ancillary equipments shall be guaranteed for satisfactory performance at the specified operating conditions.
6.0 PROPOSAL REQUIREMENTS
The bidder, based on the Purchaser's documents, shall recommend the Purchaser the suitable Corrosion Inhibitor Injection Pumps and make detailed descriptions. All deviation and modification from the Purchaser’s documents shall be stated in his proposal.
The following information or documents shall be included in the proposal, as a minimum:
· Quality control and quality assurance plan.
· Inspection and testing plan(ITP).
Technical portion of SUPPLIER’s proposal shall include following contents as a minimum:
SECTION I, INTRODUCTION
· Including descriptions of manufacturer’s capability, ISO9001 Quality control and Quality assurance plan, experience on offshore application, installation list, advantage over other competitors and delivery details, etc.
SECTION II, SCOPE OF SUPPLY
· Based on the scope of supply stated in this document, give a detailed list of scope of supply including name, quantity, detail descriptions of each assembly, main parts, system, instrumentation, piping, electrical, etc. with optional items indicated.
SECTION III, SPARE PARTS AND SPECIAL TOOLS
· A list of recommended spare parts for one (1) year of operation with name, quantity and unit price.
· A list of recommended spare parts for start-up and commissioning with name, quantity and unit price.
· A list of special tools recommended for installation, start-up, commissioning, operation and/or maintenance with name, quantity and unit price.
SECTION IV, TECHNICAL DATA
· Give fully description of proposal unit / equipment including characteristics, performance, functions and consideration selection / design, etc.
· Performance data including, P&ID, other technical data, etc.
· Blank part in Purchaser’s attached data sheet shall be finished.
· Mechanical and process calculation reports, relative diagrams and drawings required in Appendix B.
· The overall dimensions, weight and gravity center for skid, the space and maximum weight for operation and maintenance.
· Material shall be specified, the SUPPLIER shall describe how to select the specific material which is suitable for the operation condition noted in data sheet.
· Control system(detail description for detection, remote control, start / stop, shutdown. Etc.)
· Utility requirements list for skids including quality (specification), capacity, pressure, temperature and consumption etc. required for media and voltage, phase, frequency, kilowatt for electricity
SECTION V, EXCEPTIONS AND COMMENTS
· Shown all exceptions, deviations and comments if any to Purchaser’s documentation, standards and codes.
· SECTION VI: SUPPLIER’S DOCUMENTS AND DRAWINGS

7.0 DOCUMENTS PROVIDED BY PURCHASER
7.1 General
The applicable section of the data sheet, drawing, codes, standards and specifications listed below shall be considered part of this requisition. In case of conflict happened between these documents, the bidder/SUPPLIER shall notify Purchaser in writing. 8.0 SUPPLIER'S DATA REQUIREMENTS
8.1 Introduction
This section describes the requirements for the minimum SUPPLIER Data necessary for the approval process and for final documentation of each unit.
SUPPLIER shall provide data for fabrication of all equipment and purchase of all materials necessary to fulfill the requirements of the contract and/or purchase order.
The Purchaser considers these SUPPLIER Data requirements to be of the utmost importance and will make every effort to see that each item is addressed by the SUPPLIER. To this end, a retainage may have been required by the Purchase Agreement which will be withheld until the requirements set forth in this document are completed to the satisfaction of the Purchaser.
SUPPLIER understands that the revisions to documentation and drawings shall require review by Purchaser. All documentation and drawings furnished upon delivery of the units are to reflect the final as built condition. Any subsequent modifications shall be reflected on all pertinent documentation/drawings by the SUPPLIER.
All the technical documentation SUPPLIER supplied shall be SI unit and in English or Chinese language including Review Drawings/Documents, Construction Drawings/Documents, As-Built Drawings/Documents and Data Books, etc.
8.2 SUPPLIER Data Requirements
8.2.1 General
Appendix B, SUPPLIER Data Requirements is a list of data items. These data items shall be submitted in a timely manner and with the correct number of items as detailed in Appendix B.
All submitted drawings and documents shall include at least one (1) original drawings and documents.
8.2.2 Data Item
This shall be the subject, which the SUPPLIER is required to submit to the Purchaser for either information or approval. These items may be presented as lists, schedules, or drawings.
8.2.3 Date of Submittal
Submittal of this data shall be at the specified time from receipt of the Purchase Order, signed Contract, or Letter of Intent. This is the maximum time allowed for submittal of this item. SUPPLIER shall review the dates in the specification and adjust any date forward in time as required in order to be able to meet quoted delivery dates. The new dates, if any, shall be shown by the SUPPLIER in the SUPPLIER Data Schedule submittal in Appendix B.
8.2.4 SUPPLIER Data Schedule
SUPPLIER shall submit a schedule of documents and drawings matching those indicated as "Applicable" in the Appendix B along with a submittal date. This schedule will be used by the Purchaser to track SUPPLIER submittals and as a partial checklist for fulfillment of the terms of the Purchase Agreement or Contract. Any items which were indicated as required by the Purchaser in the Appendix B that are not included in the SUPPLIER Data Schedule shall be accompanied by an explanation of why SUPPLIER feels the item is not applicable. The fact that an item is not part of SUPPLIER's "standard" submittal is not an acceptable reason for exclusion.
8.2.5 Review Drawings/Documents
This shall be a drawing or document signed and checked by the SUPPLIER and submitted for Purchaser review and comments. Corrected copies shall be resubmitted to the Purchaser a maximum of two (2) weeks from receipt of Purchaser's reviewed copy.
8.2.6 Construction Drawings/Documents
This shall be the corrected and final copy of a drawing or document before the start of construction. It shall be labeled "Approved for Construction" and signed by both the SUPPLIER and the designated Purchaser representative.
8.2.7 As-Built Drawings/Documents
Upon final completion of the project, as-built original drawings, documents and their copies shall be submitted to the Purchaser as per Appendix B. All as-built drawings shall be signed by both the SUPPLIER and the designated Purchaser representative.
For items other than drawings, the number of copies required shall be submitted to the Purchaser and shall be of such quality that reproductions of original quality are possible.
8.2.8 Data Books
Ten (10) copies of the final SUPPLIER data books each containing the SUPPLIER Data Items specified as applicable in Appendix B shall be furnished upon delivery of the units. All documentation must be identified by project, purchase order or contract number, and equipment/material tag number.
This information shall be submitted bound in hard cover 2 ring binders with an index tab corresponding to each data item in Appendix B (for example, One Year Operating Spare Parts List) with additional tabs as necessary for further breakdown. All documents shall be 297mm x 210mm (A4) and/or 420mm x 297mm (A3), all drawings shall be 420mm x 297mm (A3), or 841mm x 594mm (A1). All the paper documents and drawing shall be supplied along with electrical version, can be edited in AutoCAD R2007 or Microsoft Office 2007, in USB flash disk as well as via E-mail. For inclusion in the data books, all drawings shall be reduced to scale, unless clarity is adversely affected, and inserted in the binders using 420mm x 297mm (A3) paper. Drawings furnished on 420mm x 297mm (A3) paper shall be fan folded to 297mm x 210mm (A4) in a manner such that the lower right hand corner of each drawing is visible without unfolding the drawing. Otherwise, large prints shall be folded and placed into four hole punched plastic covers and inserted into the binders. Only blueline or blackline prints shall be placed in plastic covers since the ink from the xerographic process will react chemically with the plastic and render any xerox copy unreadable.
Appendixes B and DD-SPC-DPP-MA-1025 contain sample items which SUPPLIER shall review and take note of the number, content, depth, style, and especially the format of the information presented therein. The SUPPLIER shall use the same format for data book documentation.
Appendix C describes the technical data requirements for Corrosion Inhibitor Injection Pumps, SUPPLIER should provides the relevant data in the as built documents.
7. PREPARATION FOR SHIPMENT
The preparation for shipment of the SUPPLIER shall include, but not be limited to, the following:
Each skided component shall be securely anchored to the skid to prevent damage during shipment.
All openings, flange faces, threaded connections, valve stems and other component parts subject to mechanical damage or corrosion shall be adequately protected. Such protection shall consist of, but not be limited to, bolted wood flange covers, sealing with waterproof tape, enclosing with temporary metal housings and coating all machined and threaded surfaces with a rust preventative. This protection shall be applied to all components, those removed and boxed and those remaining in place on the skid assembly.
All piping removed for shipment shall be properly tagged and secured to the skid from which it was removed.
All machined surfaces and threaded connections shall be protected by coating with rust preventative.
Instruments shall be removed, tagged and crated in waterproof boxes constructed of lumber. Instruments shall be packed with sufficient desiccant for protection in transit and during storage at job site. Boxes shall be securely attached to the skid for shipment.
Any equipment extending beyond the skid edge together with any other equipment or component parts removed for shipment purposes, shall be tagged and crated in waterproof boxes constructed from 50 mm timber. Boxes shall be securely attached to the skid for shipment.
Shipping loosed items shall be separately packed/crated in waterproof boxes with tag numbers and delivery lists and assembly drawing/procedure, and separated from other spare parts.
All one (1) year spare parts shall be separately packed/crated in waterproof boxes with tag numbers and delivery lists, and separated from all start-up and commissioning parts. Boxes shall be securely attached to the skid for shipment.
All boxes shall be noted with IDENTIFICATION OF PROJECT, FACILITY NAME, ITEM NAME, TAG NUMBER, & PURCHASE ORDER OF CONTRACT NUMBER.
Each crate, bag or skid shall be clearly identified with the Purchase Order number and identification symbol and shall be securely fastened to the skid.
Items that require removal for shipment shall be installed in place to assure proper fitting.
Each item shall be individually tagged and included in the packing list.
One copy of assembly/erection drawings and of installation instructions required shall accompany the shipment. These shall be properly identified and carefully packed to prevent damage in handling.

INTRODUCTION FOR EQUIPMENT CATEGORY
1. Definition
Equipment will be categorized as follows:
Category A-These items will require design review and approval, detailed fabrication inspection, witness of final functional, pressure and load tests at manufacturer’s premises as applicable and fabrication records review.
Category B-These items will require design review and approval, witness of final functional, pressure and load tests at manufacturer’s premises as applicable and fabrication records review.
Category C-These items will require a manufacture certificate of a form acceptable to the Certification Agency.
Category D-No certification will be required for these items.
Category T-The equipment will be required to have Type Approval Certificate issued by a well known organization worldwide, such as NFPA, UL, FM, etc. or an organization recognized by the local government where the equipment is manufactured.
Category Z-The equipment will be required to have a ZC/CCS certificate.
2. Work scope of the Certifying Agency
For equipment of Category A & B, the third party certificate (certifying agency certificate) shall be required, and the following approval procedure is to be following:
- Design approval, followed by a design verification report.
- Fabrication inspection followed by issuance of an inspection certificate.
Equipment of Category C is normally accepted on the basis of a works certificate prepared by the manufacturer. The certificate is to contain the following data as a minimum:
- Equipment specification/data sheet, limitation(s) with respect to operation of the equipment.
- Statement from the manufacturer to confirm that equipment has been construed and manufactured according to PURCHASER’s specifications and recognized methods, codes and standards.
3. Manufacturing/Fabrication Survey
For Category “A” and “B” equipment, the extent of survey by the Certifying Agency shall include the following as minimum:

- Preproduction meeting, as applicable, prior to the start of fabrication.
- Survey during fabrication.
- Witness final functional, pressure and load tests, as applicable.
- Review fabrication record.
Category B Equipment:
